谈土地资源行政性配置与房价上涨的制度供给影响

【摘要】:本文基于文献分析和比较分析法,旨在从土地资源配置的角度探究我国商品房价格"越调越涨"的基本原因,并提出缓解房价上涨压力的对策。研究发现:在现行体制下,政府垄断了非农建设用地供给,并对非农建设用地总量、结构和开发强度进行全方位的行政控制,全面提高了中国住房(尤其是商品住宅)的建设成本,是阻碍住房供给顺利增长的制度性障碍,也是导致中国房地产价格调控"越调越涨"的基本原因。土地资源的行政性配置决定了住宅用地"供给"在过去十年间不仅未能缓解,反而变得越来越严重,商品住宅价格"越调越涨"是必然结局。
[Abstract]:Based on the literature analysis and comparative analysis, this paper aims to explore the basic reasons of the price of commercial housing in China from the perspective of land resource allocation, and put forward some countermeasures to alleviate the pressure of rising house prices. It is found that under the current system, the government monopolizes the supply of non-agricultural construction land, and carries out all-round administrative control over the total amount, structure and development intensity of non-agricultural construction land. The construction cost of Chinese housing (especially commercial housing) has been raised in an all-round way, which is the institutional obstacle that hinders the smooth growth of housing supply, and is also the basic reason for the adjustment and control of real estate prices in China. The administrative allocation of land resources determines that the supply of residential land has not been alleviated in the past ten years, but has become more and more serious.
