“打开封闭小区”惹争议

【摘要】:正《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》近日印发,其中"推广街区制,逐步打开封闭小区和单位大院"引起社会热议。意见明确,我国新建住宅要推广街区制,原则上不再建设封闭住宅小区。已建成的住宅小区和单位大院要逐步打开,实现内部道路公共化,解决交通路网布局问题,促进土地节约利用。我国封闭小区的形成大致有两个高峰:一是上世纪50年代单位."圈大院";二是改革开放后,尤其是上世纪90年代以来房地产开发商蜂拥建起封闭式住宅小区。有专家表示,封闭社区是城市化进程中社会分化的产物,封闭、隔离的社区管理实际上
