【摘要】：正《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》近日印发,其中"推广街区制,逐步打开封闭小区和单位大院"引起社会热议。意见明确,我国新建住宅要推广街区制,原则上不再建设封闭住宅小区。已建成的住宅小区和单位大院要逐步打开,实现内部道路公共化,解决交通路网布局问题,促进土地节约利用。我国封闭小区的形成大致有两个高峰:一是上世纪50年代单位."圈大院";二是改革开放后,尤其是上世纪90年代以来房地产开发商蜂拥建起封闭式住宅小区。有专家表示,封闭社区是城市化进程中社会分化的产物,封闭、隔离的社区管理实际上

The opinion is clear, our country new house should popularize block system, in principle no longer build closed residential district. The completed residential district and unit compound should be opened step by step to realize the publicity of internal roads, solve the problem of traffic network layout, and promote land conservation and utilization.
