BOT模式在住宅区集中供暖工程的应用研究

【摘要】:摘要:供暖系统是北方住宅工程必不可少的内容,对于有城市热力网的区域,般采用城市热力网集中供暖。随着城市化进程的加快,城市热力网规模不能满足需求。对于城市热力网未覆盖的区域,如果开发商自行建设住宅区集中供暖系统,不仅投资额较大,占用资金较多,而且供暖系统运营技术要求较高,一般的物业公司不具备运营能力,因此房地产开发商积极探索住宅区供暖系统的投资建设模式。由于住宅区供暖工程具有稳定的收益,大型房地产企业将BOT模式应用于住宅区集中供暖工程,这样既可以减少投资,还可以有效应对供暖质量的风险。 目前,BOT模式在住宅区集中供暖工程应用的过程中存在一些难点,主要是项目承办人的选择、特许经营期的确定以及风险的应对,本文主要分析和解决这三个难点。首先结合住宅区集中供暖工程的特点设计住宅区集中供暖工程BOT运作模式,包括运作模式结构图和主要的参与人,接着对其运作程序进行简要的说明。然后对BOT模式存在的三个主要难点:项目承办人的选择、特许经营期的确定以及风险的应对进行分析,提出具体的解决措施。最后利用实证分析,将所提出的措施应用于实例中,将本文提出的措施与实证中采取的措施进行对比分析,总结实证中的经验和教训,为BOT模式在住宅区集中供暖工程中的应用提供理论基础与实践指导。
[Abstract]:Abstract: the heating system is the essential content of the northern residential project. For the area with urban thermal power network, the central heating system of the urban thermal network is adopted. With the acceleration of urbanization, the scale of urban thermal network can not meet the demand. For areas not covered by urban thermal power networks, if developers build central heating systems in residential areas by themselves, they will not only invest a large amount of money, occupy more funds, but also have higher technical requirements for the operation of heating systems. The general property company does not have the operation ability, so the real estate developer actively explores the residential heating system investment construction mode. Because of the steady income of residential heating project, large real estate enterprises apply BOT model to residential central heating project, which can not only reduce investment, but also effectively deal with the risk of heating quality. At present, there are some difficulties in the application of BOT model in residential district central heating project, mainly the selection of project contractor, the determination of concession period and the risk response. This paper mainly analyzes and solves these three difficulties. According to the characteristics of residential central heating project, the BOT operation mode of residential central heating project is designed, including the structure diagram of the operation mode and the main participants, and then the operation procedure is briefly explained. Then it analyzes the three main difficulties existing in the BOT model: the choice of the project contractor, the determination of the franchise period and the response to the risks, and puts forward the concrete measures to solve the problem. Finally, using empirical analysis, the proposed measures are applied to examples, and the measures proposed in this paper are compared with those taken in empirical cases, and the experiences and lessons in empirical studies are summarized. It provides theoretical basis and practical guidance for the application of BOT model in residential central heating engineering.
