武汉市承接服务外包竞争力的影响因素研究

【摘要】：2006年到2011年,我国已北京、上海、大连、武汉、厦门等21个城市作为中国服务外包示范城市,服务外包业发展迅速。近年来,武汉市积极优化服务外包产业发展环境,在承接服务外包方面取得重要成就。但是,与一些东部地区的服务外包示范城市相比,武汉市在服务外包竞争力方面还存在不足,主要表现在：服务外包企业规模竞争力较弱、外包企业自主创新能力不足等方面。本文首先通过构建服务外包竞争力指数,将武汉市与其它主要服务外包示范城市的服务外包总量指标、服务外包市场占有率以及服务外包显性比较优势指标进行比较,发现：武汉市与中西部地区的服务外包示范城市相比,在承接服务外包方面有一定的竞争力,但是,相对于北京、上海、南京和广州等东部城市来说,武汉市承接服务外包的竞争力较弱。其次,从定性和定量两方面,对影响武汉市承接服务外包竞争力的影响因素进行了分析。在定性分析方面,从服务外包发包商的角度出发,结合国际垂直化分工理论和波特的竞争优势理论,构建了服务外包竞争力影响因素的分析框架,认为服务外包承接地的服务质量、基础设施建设、劳动力成本、人力资源、市场开放度和知识产权保护水平都对服务外包发包商的成本和收益产生影响,进而影响服务外包承接地承接服务外包的竞争力；在定量研究方面,选取武汉市2006-2012年的相关数据,运用灰色关联分析方法具体分析了影响武汉市承接服务外包的竞争力的影响因素,并对这些影响因素进行了强弱排序,发现：对于武汉市来说,服务业发展水平、人力资源、劳动力成本以及知识产权保护程度对其承接服务外包的竞争力影响最大。最后,针对武汉市承接服务外包的现状以及影响武汉市承接服务外包竞争力的因素,本文从政府和企业两个层面提出了提高武汉市承接服务外包竞争力的政策建议,在政府层面,可以通过服务外包人才的引进和培养、加大知识产权保护的水平和执法力度、加强与服务外包相关的基础设施和服务平台的建设为武汉市服务外包的发展和竞争力的提高提供良好的环境和政策支持；同时,服务外包企业也要通过增强自主创新能力和扩大企业规模来提高承接服务外包的能力。
[Abstract]:From 2006 to 2011, 21 cities in China, such as Beijing, Shanghai, Dalian, Wuhan and Xiamen, have developed rapidly.In recent years, Wuhan has actively optimized the development environment of service outsourcing industry and made important achievements in undertaking service outsourcing.However, compared with some service outsourcing demonstration cities in the eastern region, Wuhan still has some shortcomings in the competitiveness of service outsourcing, mainly in the following aspects: the scale competitiveness of service outsourcing enterprises is weak, the independent innovation ability of outsourcing enterprises is insufficient, and so on.Firstly, this paper compares the indexes of total quantity of service outsourcing, market share of service outsourcing and dominant comparative advantage of service outsourcing between Wuhan city and other major service outsourcing demonstration cities by constructing service outsourcing competitiveness index.It is found that compared with the model cities in the central and western regions of China, Wuhan has a certain degree of competitiveness in undertaking service outsourcing. However, compared with eastern cities such as Beijing, Shanghai, Nanjing and Guangzhou, Wuhan has a certain degree of competitiveness in undertaking service outsourcing.Wuhan City to undertake service outsourcing competitiveness is weak.Secondly, from the qualitative and quantitative aspects, this paper analyzes the influencing factors of Wuhan's service outsourcing competitiveness.In terms of qualitative analysis, from the perspective of service outsourcing contractors, combined with international vertical division of labor theory and Porter's competitive advantage theory, this paper constructs an analytical framework of factors affecting the competitiveness of service outsourcing.It is considered that the service quality, infrastructure construction, labor cost, human resources, market openness and intellectual property protection level of service outsourcing sites have an impact on the costs and benefits of service outsourcing contractors.Then it affects the competitiveness of service outsourcing in service outsourcing sites. In quantitative research, the relevant data of Wuhan from 2006 to 2012 are selected.This paper analyzes the influence factors on the competitiveness of service outsourcing in Wuhan by using the method of grey relational analysis, and makes a ranking of these factors, and finds that: for Wuhan, the level of service industry development, human resources,The labor cost and the degree of intellectual property protection have the greatest influence on the competitiveness of service outsourcing.Finally, in view of the present situation of service outsourcing in Wuhan and the factors that affect the competitiveness of service outsourcing in Wuhan, this paper puts forward some policy suggestions on how to improve the competitiveness of service outsourcing in Wuhan from the two aspects of government and enterprise.At the government level, the level of intellectual property protection and law enforcement can be increased through the introduction and training of service outsourcing personnel.Strengthen the construction of infrastructure and service platform related to service outsourcing to provide good environment and policy support for the development and competitiveness of service outsourcing in Wuhan,Service outsourcing enterprises should enhance their ability to undertake service outsourcing by enhancing their independent innovation ability and expanding their scale.
