山东省创意产业发展因素分析与对策研究

【摘要】:创意产业最早出现在发达国家,信息化革命和全球化浪潮以及知识经济发展的大背景使创意产业获得良好的发展机遇。尤其是世界经济进入了知识经济时代,知识、技术成为经济发展中最重要的投入要素和最主要的增长动力。创意产业作为知识经济的代表性产业,经过近20年的发展,已经在世界范围内兴起,成长为世界经济中最具活力的经济部门。创意产业带来了巨大的新财富机遇,创造了大量的就业机会,提供了新的可持续发展之路,无论在发达国家还是在发展中国家的经济发展政策中创意产业成为重要的讨论议题。中国作为新兴经济体,发展也进入了转型期,要实现的社会经济综合发展目标,完成经济平稳增长和可持续发展在内各的项任务,必须转变经济增长方式,调整经济结构。山东省要保持经济又好又快的发展,解决当前的发展问题,不可避免地需要产业结构的调整升级。创意产业具有高附加值、低排放、低能耗的特点,能够满足消费结构提升的需要,增加就业和社会财富,应该成为山东省经济发展面向未来的重点产业。创意产业在国内的发展面临着诸多机遇和挑战,国内很多优势地区的创意产业发展迅速、各具特色,山东省也开始加快追赶步伐,试图谋求和实践出适合自身特点的创意产业发展道路。 如何发展地区创意产业,需要对创意产业发展因素的规律和本地发展条件有着深刻全面的认识。本文通过创意产业概念由来的讨论,引出了创意产业的内涵,补充说明了创意产业与文化产业、知识产权的关系,明确了创意产业的具体分类,介绍了创意产业特点,重点分析了区域创意产业发展因素的结构和内容。在本文的实证研究部分,简要介绍了部分发达国家和国内创意产业发展现状,详细介绍了山东省创意产业的整体发展现状和细分行业发展情况。以创意产业发展因素理论为基础,分析了山东省创意产业发展因素包括:自然区位、经济基础、科技、文化和产业组织和制度等发展条件,构建了区域创意产业发展因素评价模型,通过SPSS19.0对山东省在内的17个国内地区的创意产业发展因素进行量化评价,对比说明了山东省创意产业发展因素的优势和不足。通过分析可以看出,山东省具备创意产业发展所需的经济、文化、科技和制度条件,但是山东创意产业与国内部分创意产业发展较快的地区相比,无论在产业发展的外部环境还是产业内部竞争力方面都还有差距。山东要想加快创意产业发展就应该针对这些制约因素,明确产业定位、促进创意文化产业化、发展创意产业集群、建设创意产业服务体系、加强知识产权管理,从而优化产业环境,增强创意产业的核心竞争力,进而实现创意产业的经济和社会效益。
[Abstract]:The creative industry first appeared in the developed countries. The information revolution and globalization and the background of the development of knowledge economy have made the creative industry a good opportunity for development. In particular, the world economy has entered the era of knowledge economy. Knowledge and technology become the most important input factor and the most important driving force in the economic development. As the representative industry of knowledge economy, after nearly 20 years of development, it has emerged in the world and became the most dynamic economic sector in the world economy. Creative industries have brought huge new opportunities for wealth, created a large number of employment opportunities, and provided a new way for sustainable development, both in developed countries and in development. The creative industry has become an important discussion topic in the national economic development policy. As an emerging economy, China has also entered the transition period. To achieve the goal of comprehensive social and economic development, complete economic growth and sustainable development, we must change the mode of economic growth and adjust the economic structure. Shandong should guarantee the economic growth. With the development of economy, good and fast development and solving the current development problems, it is inevitable that the industrial structure should be adjusted and upgraded. The creative industry has the characteristics of high value-added, low emission and low energy consumption. It can meet the needs of the promotion of consumption structure and increase the employment and social wealth. It should be the key industry for the future of the economic development of Shandong province. The development of creative industries in China is facing many opportunities and challenges. The creative industries in many areas of China have developed rapidly and have their own characteristics. Shandong province has also begun to speed up the pace of pursuit, trying to seek and practice the development road of creative industries suitable for its own characteristics.
How to develop creative industries in the region needs to have a deep and comprehensive understanding of the laws of the development factors of creative industries and the conditions for local development. Through the discussion of the origin of the concept of creative industries, this paper leads to the connotation of the creative industry, complements the relationship between the creative industry and the cultural industry, the intellectual property rights, and clearly defines the specific points of the creative industry. This paper introduces the characteristics of creative industry, focuses on the analysis of the structure and content of the development factors of regional creative industries. In the empirical part of this paper, the development status of some developed countries and domestic creative industries is briefly introduced, and the overall development status of creative industries in Shandong province and the development of subdivision industries are introduced in detail. Based on the theory of exhibition factor, this paper analyzes the development factors of creative industry in Shandong Province, including natural location, economic foundation, science and technology, culture and industrial organization and system, and constructs the evaluation model of regional creative industry development factors, and quantifies the development factors of creative industries in 17 domestic areas, including Shandong province by SPSS19.0. The comparison shows the advantages and disadvantages of the development factors of creative industries in Shandong province. Through the analysis, it can be seen that Shandong province has the economic, cultural, scientific and institutional conditions needed for the development of creative industries, but compared with the regions where the creative industries in Shandong are developing faster in China, the external environment of the industrial development or the external environment of the industrial development is still better. In order to speed up the development of the creative industry, Shandong should aim at these restrictive factors, define the industrial orientation, promote the industrialization of creative culture, develop the creative industry cluster, build the service system of creative industry, strengthen the management of intellectual property, so as to optimize the industrial environment and strengthen the core competition of the creative industry. And then achieve the economic and social benefits of the creative industry.
