天府新区现代服务业集聚发展中的政府职能研究

【摘要】：二十世纪八十年代以来,世界进入了“服务经济”时代,现代经济增长本质上是一个由服务业尤其是现代服务业主导、引领、带动其他产业全面协同发展的过程。集聚化作为提升产业规模经济的方式从制造业快速渗入到现代服务业的发展中,全球各地纷纷兴起现代服务业集聚发展的模式,它不仅能够提高服务业自身的竞争力,还能进一步提升制造业集聚以及城市化水平,已经成为推动各国经济发展的强劲动力。本文通过对现代服务业集聚系统的分析,指出现代服务业集聚系统是由核心系统、支撑系统和环境系统三部分组成的,各系统之间的相互作用培育了系统的成本优势、广辐射优势、创新优势和品牌优势,而这些系统优势的发挥受一些主要因素的影响。在此基础上,根据各系统的层次特点和内在要求,分析了政府在现代服务业集聚发展中存在的必要性,并结合政府自身行为的分析,对集聚系统视角下政府在现代服务业发展过程中的主要职能进行了定位。最后选取天府新区现代服务业集聚发展做案例分析,基于天府新区现代服务业发展情况及政府行政履职状况分析,结合SWOT分析归纳出天府新区现代服务业发展中业已存在或可能面临的问题以及政府的缺位、越位和错位表现,梳理天府新区现代服务业集聚系统,对政府职能进行合理定位,进而探讨政府在公共行政中如何进行以及需要进行哪些职能转变、提升、创新,以更好地推动天府新区现代服务业加快发展。
[Abstract]:Since the 1980s, the world has entered the era of "service economy". In essence, modern economic growth is a process led by the service industry, especially the modern service industry, leading to the overall and coordinated development of other industries. Agglomeration is the way to promote the scale economy of industry from manufacturing industry to the development of modern service industry. The mode of modern service industry agglomeration has emerged all over the world, which can not only improve the competitiveness of service industry itself. It can also further improve manufacturing agglomeration and urbanization, which has become a strong driving force for the economic development of various countries. By analyzing the agglomeration system of modern service industry, this paper points out that the agglomeration system of modern service industry is composed of three parts: core system, supporting system and environmental system. Wide radiation advantage, innovation advantage and brand advantage, and these system advantages are affected by some main factors. On this basis, according to the characteristics and internal requirements of each system, this paper analyzes the necessity of the government in the development of modern service agglomeration, and combines the analysis of the government's own behavior. The main functions of the government in the development of modern service industry from the perspective of agglomeration system are defined. Finally, the paper selects the modern service industry agglomeration development in Tianfu New District as a case study, based on the analysis of the development of modern service industry and the government administrative performance status in Tianfu New area. Combined with the analysis of SWOT, this paper summarizes the existing or possible problems in the development of modern service industry in Tianfu New area and the absence, offside and dislocation of the government, combs the modern service agglomeration system of Tianfu New area, and makes a reasonable positioning of the government function. Then it discusses how the government carries out and what functions need to be changed, promoted and innovated in order to better promote the development of modern service industry in Tianfu New District.
