CAFTA背景下的广西国际教育服务业发展研究

【摘要】：中国-东盟自贸区(CAFTA)是中国建立的第一个自由贸易区,从建成至今已满三年。其间,中国与东盟国家在CAFTA背景下合作的深度与广度都往前推进了许多,从双方货物贸易关税安排的逐渐实施到双方服务贸易逐步自由化,经济合作的领域不断扩大,其中涉及农业、工业、交通、金融、电气、教育与文化等行业。在CAFTA的推动下,广西与东盟国家的教育交流合作进一步加强。据广西教育部门的数据显示,2012年,广西和东盟国家实现双向留学生“破万”目标,广西和东盟国家双向留学生超过1万人,广西成为招收东盟留学生最多的省区之一。因此,广西国际教育服务业在这一大环境下迎来了机遇与挑战。如何在CAFTA背景下发展广西国际教育服务业就显得格外重要和现实。本文就上述主题展开如下阐述：在国际教育服务业和区域经济一体化理论基础上,结合广西国际教育服务业发展状况及CAFTA建立对广西国际教育服务业的影响,着重分析广西国际教育服务业竞争力影响因素及其在CAFTA建立下存在的问题或障碍,最后从几个方面提出发展广西国际服务业的相应对策。
[Abstract]:China-ASEAN Free Trade area (CAFTAA) is the first free trade area established by China. It has been three years since its establishment. In the meantime, the depth and breadth of cooperation between China and ASEAN countries in the context of CAFTA have advanced a lot, from the gradual implementation of tariff arrangements on trade in goods between China and ASEAN to the gradual liberalization of bilateral trade in services, the field of economic cooperation has been continuously expanded. It involves agriculture, industry, transportation, finance, electricity, education and culture. Under the impetus of CAFTA, Guangxi and ASEAN countries have further strengthened their educational exchanges and cooperation. In 2012, Guangxi and ASEAN countries achieved the goal of "breaking ten thousand" students in both directions, with Guangxi and ASEAN countries having more than 10,000 two-way students, making Guangxi one of the provinces with the largest intake of ASEAN students, according to data from the Guangxi Education Department. Therefore, Guangxi international education service industry in this environment ushered in opportunities and challenges. How to develop Guangxi international education service industry under CAFTA background is particularly important and realistic. On the basis of the theory of international education service industry and regional economic integration, this paper expounds the following: based on the development of international education service industry in Guangxi and the influence of CAFTA on international education service industry in Guangxi, This paper emphatically analyzes the influencing factors of Guangxi's international education service industry competitiveness and the problems or obstacles existing in the establishment of CAFTA, and finally puts forward the corresponding countermeasures for the development of Guangxi's international service industry from several aspects.
