大连市家庭服务业协会现状及发展探究

【摘要】：家庭服务业是一个关乎民生的重要行业,它不仅可以使人们从繁杂的日常家务中解放出来,提高家庭生活质量和工作效率,还可以缓解社会就业压力,促进大量农村富余劳动力和城镇下岗失业人员再就业,推动区域经济的增长等方面具有重要意义。但人们对它的认识仍然停留在服侍人、买菜、做饭等家务活上,认为会被人瞧不起,有“脏、累、贱”的偏见,很多人把家庭服务工作视为一项不得己的工作,对从事家政服务工作感到自卑,不愿意从事家政服务行业就业,观念的影响严重导致了家庭服务业市场的供不应求。而家庭服务业协会作为这一行业的代言人和组织管理者,其存在和作用能否充分发挥的重要性是不言而喻的。但大连市家庭服务业协会成立至今,仍然在自身建设和促进行业发展等方面存在问题。主要表现为：协会本身发展欠缺,协会会员良莠不齐,协会对家政服务员的培训和权益保障工作不到位,对相关行业标准及规范的制定与执行不够,对家庭服务业市场管理力度不够等。本文将通过深入研究大连市家庭服务业协会的现状及所出现问题的原因,结合相关理论和实践经验,提出了加强协会自身建设,提高行业权威性；争取政府扶持,促进协会发展；加大宣传力度,转变人们传统观念；大力发展电子商务平台,完善家庭服务业评价体系；承接政府职能,加强规范性文件执行力；完善职业培训体系,提升家庭服务业品质等建议。希望通过这些分析和建议,能够促进大连市家庭服务业协会更好更快的发展,进而推动大连家庭服务业健康有序地发展进行研究和探讨。
[Abstract]:Family service industry is an important industry related to people's livelihood. It can not only liberate people from the complicated daily chores, improve the quality of family life and work efficiency, but also alleviate the pressure of social employment. It is of great significance to promote the reemployment of a large number of rural surplus labor force and the laid-off and unemployed people in cities and towns, and to promote the growth of regional economy. However, people's understanding of it is still confined to serving people, buying vegetables, cooking and other household chores. They think that they will be looked down upon and have the prejudice of "dirty, tired, cheap". Many people regard family service work as a job that they cannot afford to do. The sense of inferiority to be engaged in domestic service and unwillingness to take up employment in domestic service industry has resulted in the shortage of supply in the domestic service market. It is self-evident that the existence and function of the Family Service Association, as the spokesman and organization manager of this industry, can be brought into full play. However, there are still some problems in the construction and development of Dalian Family Service Association. The main manifestations of the association are: the lack of development of the association itself, the uneven membership of the association, the lack of training and protection of the rights and interests of domestic workers, and the inadequate formulation and implementation of relevant industry standards and norms. Domestic service industry market management is not enough. This article will through the thorough research Dalian family service industry association's present situation and the reason which appears the question, unifies the correlation theory and the practice experience, proposed strengthens the association own construction, enhances the profession authority; strives for the government support, Promote the development of the association; increase publicity efforts to change people's traditional concepts; vigorously develop e-commerce platforms, improve the evaluation system of family services; undertake government functions, strengthen the implementation of normative documents; improve the vocational training system, Suggestions for improving the quality of family services. It is hoped that these analyses and suggestions can promote the better and faster development of Dalian Family Service Association and promote the healthy and orderly development of Dalian Family Service Industry.
