常州市钟楼区政府推进现代服务业集聚区发展研究

【摘要】：钟楼区是常州市的中心城区,也是全市现代服务业发展高地,现代服务业发展水平直接影响着常州市在苏南乃至整个长三角地区的竞争力。在“十三五”的开局之年,选取常州市钟楼区政府推动现代服务业集聚区发展作为研究对象,并结合国内外的经验,运用相关理论对这一发展过程中的问题进行深入分析,系统性地研究政府在推动现代服务业集聚区发展上的职能定位,有助于钟楼区形成以服务经济为主导的产业结构,实现其“现代服务业发展高地”的服务业战略定位,进而加快推进省级、市级服务业综合改革试点。本文主要分为如下几个重要组成部分。第一部分,绪论。主要对研究思路及方法等进行简要阐述。第二部分,核心概念界定及理论基础。首先对现代服务业及现代服务业集聚区的概念进行界定,在此基础上指出本研究的理论基础。第三部分,常州市钟楼区政府推进现代服务业集聚区发展现状分析。指出常州市钟楼区政府推进现代服务业集聚区发展采取的措施主要为:优选重点产业定位;“引”、“合”为主加力推进;围绕目标重点推进;优化创新政策机制;加强领导有效保障。在此基础上简要阐明钟楼区政府推进现代服务业集聚区发展取得的成效。认为常州市钟楼区政府推进现代服务业集聚区发展存在的问题主要为:生产性服务业水平较低;消费性服务业规模不足;民生性服务业功能不完善;集聚区重点工程建设不足。进而对存在问题的具体原因进行简要分析。第四部分,国外及国内其他城市和地区政府推进现代服务业集聚区发展的主要做法与经验借鉴。在简要阐述国外及国内其他城市和地区政府推进现代服务业集聚区发展的主要做法基础上,提出若干经验启示:国际对标与经验积累相结合,深化发展理念;完善交通枢纽,构建科学交通系统;吸引专业人才,发挥服务创新优势等。第五部分,常州市钟楼区政府推进现代服务业集聚区发展的对策建议。提出的建议主要为:提升集聚区生产性服务业水平;扩大集聚区消费性服务业规模;完善集聚区民生性服务业功能;加强现代服务业集聚区重点工程建设等。
[Abstract]:Zhonglou District is the central city of Changzhou and the highland of the development of modern service industry in Changzhou. The development level of modern service industry directly affects the competitiveness of Changzhou in southern Jiangsu and even the whole Yangtze River Delta region. In the opening year of the 13th Five-Year Plan, the government of Zhonglou District of Changzhou City was selected to promote the development of modern service agglomeration area as the research object, and combined with domestic and foreign experience, the problems in the development process were deeply analyzed by using relevant theories. A systematic study on the function orientation of the government in promoting the development of the modern service agglomeration area will help the Zhonglou District to form an industrial structure dominated by the service economy and to realize its strategic orientation of the service industry, which is "the highland of the development of modern service industry". Further, speed up the promotion of provincial, municipal service industry comprehensive reform pilot. This paper is divided into the following important parts. The first part, introduction. The main research ideas and methods are briefly described. The second part, the core concept definition and theoretical basis. Firstly, the concept of modern service industry and modern service agglomeration area is defined, and the theoretical basis of this study is pointed out. The third part, Changzhou Zhonglou District government promotes the modern service industry agglomeration area development present situation analysis. It is pointed out that the measures taken by the government of Zhonglou District of Changzhou City to promote the development of the modern service agglomeration area are as follows: to optimize the orientation of key industries; Strengthen the effective guarantee of leadership. On this basis, the paper briefly expounds the achievements of Zhonglou District government in promoting the development of modern service agglomeration area. It is believed that the problems of the government of Changzhou Zhonglou District in promoting the development of the modern service agglomeration area are: low level of producer service industry, insufficient scale of consumer service industry, imperfect function of people's livelihood service industry, and insufficient construction of key projects in the agglomeration area. Then the specific causes of the problems are briefly analyzed. The fourth part, the main practice and experience of foreign and other cities and regions to promote the development of modern service agglomeration area. On the basis of a brief description of the main practices of the governments of foreign and domestic cities and regions to promote the development of modern service agglomeration areas, this paper puts forward some experiences and enlightenments: the combination of international standards and experience accumulation, the deepening of the concept of development, and the improvement of transportation hubs. Build a scientific transportation system, attract professionals, and give full play to the advantages of service innovation. The fifth part, Changzhou Zhonglou District government promotes the modern service industry agglomeration area development countermeasure suggestion. The suggestions are as follows: to improve the level of producer services in agglomeration areas; to expand the scale of consumer services in agglomeration areas; to improve the functions of livelihood services in agglomeration areas; to strengthen the construction of key projects in modern service agglomeration areas.
