四川工业与生产性服务业互动发展机制研究

【摘要】：工业是促进国民经济发展的重要途径,服务化是国民经济发展到一定阶段的必然趋势。在调整优化产业结构、加快转变经济发展方式的过程中,大力发展生产性服务业,不仅有利于加速工业转型升级,推动区域经济平稳较快发展、提升区域综合竞争力,还有利于缓解日益增大的环境资源约束和劳动力转移压力,协调促进城镇化、农业化的发展。近年来,四川省通过实施“工业强省”战略发展思路、全面开展工业化、城镇化“两化互动”建设,工业发展水平不断提高,相对工业的发展来讲,四川生产性服务业起步较晚、发展不足、对工业的支撑和促进作用较弱。目前,四川已从工业化初期迈入了中期阶段,工业化将呈现出加速发展态势,经济结构调整将变得极为频繁,而未来的五年,更是四川省调整产业结构、加快转变经济发展方式的关键时期。如何在新一轮的经济增长和产业机构优化调整中,抓住机遇统筹兼顾、协调发展工业和生产性服务业,充分发挥生产性服务业对工业的推动和服务作用,是四川省工业发展进程中急需思考和解决的问题。论文基于对工业和生产性服务业互动发展的机制思考,从四川工业与生产性服务业发展现状入手,对此进行研究,提出四川省工业与生产性服务互动发展的战略,提出对策措施。主要采用实证研究与规范研究方法,首先在了解生产性服务业基本内涵、工业与生产性服务业互动发展理论的基础上,从供需关系、社会分工、价值链三个角度对工业与生产性服务业互动发展机制进行了分析,分析二者互动的积极作用。接下来,以四川省为例,对四川工业与生产性服务业互动发展现状进行了评述,提出二者互动发展的四个瓶颈制约因素。同时,对四川工业与生产性服务业互动发展战略进行研究,提出互动发展的战略意义、总体思路、发展目标以及战略路径。最后,从五个方面提出推进四川工业与生产性服务业互动发展的对策：在转变经济发展方式的进程中力促生产性服务业的发展、在实施工业强省的进程中大力推进生产性服务业扩张、在培养复合型人才的进程中构建互动发展的智力支持、在打造生产性服务业国际枢纽基地中促进工业与生产性服务业的互动发展、在加快城市化进程中拓展产业发展空间。本文可能的创新点是：通过大量的文献调研和实地调研,较准确地论述了四川工业与生产性服务业发展现状,较全面分析了四川工业与生产性服务业互动发展存在的问题和不足,提出解决路径,并尝试把四川工业与生产性服务业互动发展,紧密结合四川实施工业强省战略和建设西部经济发展高地的战略部署,进行研究和论证。
[Abstract]:Industry is an important way to promote the development of national economy, service is the inevitable trend of the development of national economy to a certain stage. In the process of adjusting and optimizing the industrial structure and speeding up the transformation of the mode of economic development, vigorously developing producer services is not only conducive to accelerating the industrial transformation and upgrading, promoting the steady and rapid development of the regional economy, but also enhancing the comprehensive competitiveness of the region. It also helps to alleviate the increasing pressure of environmental resource restriction and labor force transfer, and promote the development of urbanization and agriculture. In recent years, through the implementation of the strategic development thinking of "strong industrial province", Sichuan Province has carried out the construction of industrialization and urbanization in an all-round way. The level of industrial development has been continuously improved, compared with the development of industry. Sichuan producer service industry started late, underdeveloped, and weak to support and promote industry. At present, Sichuan has entered the middle stage from the initial stage of industrialization. Industrialization will show a trend of accelerated development, economic restructuring will become extremely frequent, and in the next five years, it will be even more important for Sichuan to adjust its industrial structure. Speed up the transformation of economic development mode of the key period. How to seize the opportunity in the new round of economic growth and the optimization and adjustment of industrial institutions, coordinate the development of industry and producer services, and give full play to the role of producer services in promoting and serving industry, It is an urgent problem to think and solve in the process of industrial development in Sichuan Province. Based on the mechanism of the interactive development of industry and producer services, this paper starts with the current situation of industrial and producer services development in Sichuan, and puts forward the strategy of the interactive development of industry and producer services in Sichuan Province. The countermeasures are put forward. First of all, on the basis of understanding the basic connotation of producer services, the interactive development theory of industrial and producer services, from the relationship between supply and demand, social division of labor. This paper analyzes the interactive development mechanism between industry and producer services from three angles of value chain, and analyzes the positive effect of the interaction between them. Then, taking Sichuan province as an example, the paper reviews the current situation of the interactive development of industrial and producer services in Sichuan Province, and puts forward the four bottleneck factors of their interactive development. At the same time, the paper studies the interactive development strategy of Sichuan industry and producer services, and puts forward the strategic significance, general idea, development goal and strategic path of the interactive development. Finally, the countermeasures to promote the interactive development of Sichuan industry and producer services are put forward from five aspects: to promote the development of producer services in the process of changing the mode of economic development. Vigorously promote the expansion of producer services in the process of implementing a strong industrial province, and build intellectual support for interactive development in the process of training complex talents. To promote the interactive development of industry and producer services in the process of building international hub base of producer services, and to expand the space of industrial development in the process of accelerating urbanization. The possible innovation of this paper is: through a large number of literature research and field research, the development of Sichuan industry and producer services is discussed more accurately. This paper comprehensively analyzes the problems and shortcomings of the interactive development of Sichuan industry and producer services, puts forward the solutions, and tries to promote the interactive development of Sichuan industry and producer services. In close combination with Sichuan's strategy of implementing a strong industrial province and constructing the western economic development highland, this paper conducts research and demonstration.
