浙江省承接服务业国际转移的经济效应分析

【摘要】：随着全球进入知识经济时代，国际产业转移的重心由制造业转向服务业，服务业逐渐成为经济增长的重要引擎，推动着现代经济持续快速发展。浙江省作为对外开放较早的地区之一，经过三十多年的发展，开始步入工业化后期，从国际发展经验看，一个国家或地区进入工业化的中后期阶段，服务业逐步发展成为经济的主体，比较同时期新兴市场国家，浙江省服务业发展水平还比较低，还不能满足经济发展的需要，近些年，浙江省经济发展增速逐年下滑，因此加快服务业发展，实现产业优化升级，推动经济持续快速发展已经迫在眉睫。然而仅仅通过自身的发展从而实现服务业的全面升级，将是一个漫长的过程。如何抓住当前服务业国际转移日益扩大的机遇，合理承接服务业国际转移从而带动经济发展显得尤为重要。目前对于服务业国际转移的研究，多集中在对其转移的动因、模式和机理，对于服务业国际转移经济效应的研究还不太多，而且已有的研究多为定性的分析而少定量的测度。本文从梳理、总结现有的文献入手，在分析浙江省经济特点和承接产业转移现状的基础上，分别对服务业国际转移的经济效应做了理论分析和实证研究。最后，在总结本文主要结论的基础上，提出一些相应的建议。本文成果如下：（1）浙江省承接服务业国际转移的规模相对还比较小，行业之间差距较大，，地区分布不均衡，而这些特点均与其经济结构特点有很大的关联。（2）在服务业国际转移对经济增长分析框架中，设定的四个中间影响变量:贸易效应、技术溢出效应和就业效应均对经济增长有促进作用，由于浙江省主要承接了大量的传统服务业，因此产业转移的就业效应最为明显，贸易效应次之，技术溢出效应不太显著。（3）在服务业国际转移对经济运行质量分析框架中，整体上看，服务业国际转移能够很大程度上提高东道国服务业劳动生产率和劳动力素质，而两者的提高只是在一定程度上提升了经济运行质量；目前服务业转移能够促进产业集群的发展，而浙江省服务产业初具集聚状态，对产业转移的吸纳能力有待强化。
[Abstract]:With the global entry into the era of knowledge economy, the focus of international industry shift from manufacturing to service, service industry has gradually become an important engine of economic growth, promoting the sustained and rapid development of modern economy. Zhejiang Province, as one of the regions that opened to the outside world earlier, began to enter the late stage of industrialization after more than 30 years of development. From the international development experience, a country or region entered the mid-late stage of industrialization. The service industry has gradually developed into the main body of the economy. Compared with the emerging market countries of the same period, the level of service industry development in Zhejiang Province is still relatively low and can not meet the needs of economic development. In recent years, the economic development rate of Zhejiang Province has been declining year by year. Therefore, it is urgent to speed up the development of service industry, realize industrial optimization and upgrade, and promote sustained and rapid economic development. However, it will be a long process to upgrade the service industry only through its own development. How to seize the opportunity of international transfer of service industry and how to carry on international transfer of service industry to promote economic development is particularly important. At present, most of the researches on international transfer of service industry focus on the motivation, mode and mechanism of international transfer of service industry. There is not much research on the economic effect of international transfer of service industry, and most of the existing studies are qualitative analysis rather than quantitative measurement. Based on the analysis of the economic characteristics of Zhejiang Province and the current situation of industrial transfer, this paper makes theoretical analysis and empirical research on the economic effect of international transfer of service industry. Finally, on the basis of summarizing the main conclusions of this paper, some corresponding suggestions are put forward. The results of this paper are as follows: (1) the scale of undertaking international transfer of service industry in Zhejiang Province is relatively small, the gap between industries is large, the regional distribution is not balanced, and these characteristics are closely related to the characteristics of its economic structure. (2) in the analytical framework of international transfer of services to economic growth, the four intermediate impact variables: trade effect, technology spillover effect and employment effect, all have positive effects on economic growth. Since Zhejiang Province mainly undertakes a large number of traditional service industries, the employment effect of industrial transfer is the most obvious, followed by the trade effect, and the technology spillover effect is not significant. (3) in the framework of the analysis of the quality of service industry international transfer to the economy, the international service industry transfer can greatly improve the labor productivity and labor quality of the service industry in the host country. The improvement of the two only improves the quality of economic operation to a certain extent; At present, the transfer of service industry can promote the development of industrial cluster, but the service industry in Zhejiang Province is in a state of agglomeration, and the absorptive capacity of industrial transfer needs to be strengthened.
