我国承接服务外包对产业升级的影响研究

【摘要】：当今世界,随着信息、通讯技术的快速发展以及跨国公司“归核化”战略的实施,服务外包已经成为一种新的经济现象而备受瞩目。它具有信息技术承载度高、附加值大、资源消耗低、吸纳就业能力强等特征,已成为这场经济变革中的关键所在。对发达国家而言,服务外包通过价值链各环节的全球布点实现资源的最优配置,不仅很大程度地控制了成本,也能够集中资源专注于其核心业务,大力发展知识技术密集型产业,推动产业升级。对发展中国家来说,由于服务外包体现的是产品内分工,发展中国家通过承接服务外包,有助于其某些产业或产业链中某一环节的升级,进而能够从整体上带动产业优化升级。因此,作为服务外包的主要承接国,国际服务外包的发展对我国经济发展、产业结构、资源利用、技术进步、人才结构等方面产生哪些影响,我国在承接国际服务外包中具有哪些优势和劣势,以及如何利用国际服务外包促进我国经济快速增长和推进产业升级,这些都是我们急需关注的问题。本文研究的主要目的在于探讨我国承接服务外包对产业升级的影响。文章紧紧围绕着我国承接服务外包活动和产业结构演变现状这个两方面,采用规范与实证相结合的研究方法,首先在理论上从四个层面——资本积累、技术进步、贸易结构优化、就业结构变化,分析了承接服务外包促进产业升级的效应机制；然后通过相关数据的实证分析,检验了这四种效应对产业升级的积极影响,其中,分析结果表明,资本积累、技术进步对产业升级的促进作用较大,其次是贸易结构的改善,再则是就业结构的变化；最后,针对我国承接服务外包过程中的一些不足,提出了如何有效利用服务外包这一契机,促进我国产业优化升级的相关对策建议。
[Abstract]:In today's world, with the rapid development of information and communication technology and the implementation of the "normalization" strategy of multinational corporations, service outsourcing has become a new economic phenomenon and attracted more and more attention. It has the characteristics of high bearing degree of information technology, large added value, low consumption of resources and strong ability to absorb employment, which has become the key point in this economic transformation. For developed countries, service outsourcing achieves optimal allocation of resources through global placement of value chains, which not only largely controls costs, but also concentrates resources on its core business. We will vigorously develop knowledge-intensive industries and promote industrial upgrading. For the developing countries, because the service outsourcing embodies the intra-product division of labor, the developing countries can take on the service outsourcing, which is helpful to the upgrading of some industries or a certain link in the industrial chain, and then can promote the optimization and upgrading of the industry as a whole. Therefore, as the main recipient of service outsourcing, what impact does the development of international service outsourcing have on China's economic development, industrial structure, resource utilization, technological progress, and talent structure, etc. What are the advantages and disadvantages of our country in undertaking the international service outsourcing and how to use the international service outsourcing to promote the rapid economic growth and promote the industrial upgrading of our country are all issues that we urgently need to pay attention to. The main purpose of this study is to explore the impact of service outsourcing on industrial upgrading in China. Based on the current situation of service outsourcing and the evolution of industrial structure in China, this paper adopts the research method of combining normative and empirical research. Firstly, it theoretically starts with four levels-capital accumulation, technological progress, and so on. The optimization of trade structure and the change of employment structure, and the analysis of the effect mechanism of undertaking service outsourcing to promote industrial upgrading; Then through the empirical analysis of relevant data, the positive effects of these four effects on industrial upgrading are tested. The results show that capital accumulation and technological progress promote industrial upgrading, followed by the improvement of trade structure. Secondly, the change of employment structure; Finally, aiming at some deficiencies in the process of undertaking service outsourcing in China, this paper puts forward some countermeasures and suggestions on how to effectively utilize the opportunity of service outsourcing to promote the optimization and upgrading of our country's industry.
