饭店低碳化评价指标体系构建研究

【摘要】：能源活动所造成的气候问题已成为21世纪人类社会最大的挑战,而全球应对气候变化的核心是减少温室气体的排放,其中主要是减少能源生产和消费的二氧化碳排放。中国亦承诺在应对气候变化方面要做出更大的努力与贡献,并将降低二氧化碳的排放量作为约束性指标纳入国民经济和社会发展的中长期规划。随着“碳交易”“碳金融”“碳关税”成为全球各国关注的热点,各国都致力于经济及产业的低碳化转型,并相继出台了相关法律条规为其保驾护航。作为高消费场所之一,饭店往往需要消耗大量的资源和能源以维持顾客的舒适体验,也直接和间接的排放了大量温室气体,成为城市污染源,饭店业低碳化转型势在必行。饭店低碳化发展有赖于技术、管理、政策等综合措施的推动,其中系统性的行业低碳标准是重要的作用因素。本文回顾了饭店低碳化及低碳化评价指标体系的相关研究现状,梳理了低碳经济、循环经济、可持续发展理论,并在此基础上参考国内外相关政策、文献及学者的观点、理念等,依照系统性,代表性,可操作性原则,初步选取饭店低碳化的评价指标；然后通过对饭店学者与中高层管理人员发放问卷,筛选指标,并通过因子法确定指标的分类,构建饭店低碳化的评价指标体系；最后邀请专家对指标进行两两比较打分,用层次分析法(AHP)确定各项指标的权重,将定性与定量相结合,力使指标层科学、完整、具有可操作性,并对实地调研的各饭店管理人员进行深入访谈,了解各饭店低碳化进程。最后,本文根据访谈记录,分析粤港澳地区饭店低碳化评价中存在的问题,并试图给出相应的措施。
[Abstract]:The climate problem caused by energy activities has become the greatest challenge for human society in the 21st century, and the core of global response to climate change is to reduce greenhouse gas emissions, including the reduction of carbon dioxide emissions from energy production and consumption. China has also pledged to make greater efforts and contributions in addressing climate change and to include carbon dioxide reduction as a binding indicator in the medium-and long-term planning of national economic and social development. As "carbon trading", "carbon finance" carbon tariff "has become a hot spot in the world, countries are committed to the low-carbon transformation of economy and industry, and have issued relevant laws and regulations to protect them. As one of the high consumption places, hotels often need to consume a large amount of resources and energy to maintain the comfortable experience of customers. They also directly and indirectly emit a large number of greenhouse gases and become urban pollution sources. Therefore, the low carbon transition of hotel industry is imperative. The development of low-carbon hotel depends on the promotion of comprehensive measures such as technology, management, policy and so on, among which systematic low-carbon standard is an important factor. This paper reviews the research status of low-carbon and low-carbonation evaluation index system in hotels, combs the theories of low-carbon economy, circular economy and sustainable development, and makes reference to the relevant policies, literatures and scholars' views at home and abroad on this basis. According to the principles of systematicness, representativeness and maneuverability, the evaluation index of low carbonation of hotel is selected. Then, by issuing questionnaires to hotel scholars and middle-and high-level managers, selecting indicators, and determining the classification of indicators by factor method, the evaluation index system of hotel low carbonization is constructed. Finally, experts are invited to compare and score the indexes, and the weight of each index is determined by analytic hierarchy process (AHP). The combination of qualitative and quantitative methods can make the index layer scientific, complete and operational. And on-the-spot survey of hotel managers to conduct in-depth interviews to understand the low-carbon process of hotels. Finally, according to the interview records, this paper analyzes the problems existing in the evaluation of low carbonation of hotels in Guangdong, Hong Kong and Macao, and tries to give the corresponding measures.
