酒泉市公共基础设施投资与管理研究

【摘要】：自改革开放30多年以来,党中央、国务院高度重视国家公共基础设施投资建设,在西部大开发等一系列战略部署和政策措施的强力支持和推动下,我国公共基础设施投资建设规模空前扩大,大幅增长,有力的拉动了国民经济增长和消费增长。同时,随着全国人民生活水平得到极大地改善,综合国力得到显著提高,生产力发展水平进一步提高,公共基础设施的空前发展对我国经济社会全面健康快速发展发挥了举足轻重的作用。国内外众多实践证明,一国或一地公共基础设施建设状况如何直接影响劳动生产率、产品成本和居民生活水平。因此,稳定良好的公共基础设施投资有利于提升社会生产力水平,夯实经济社会发展后劲。酒泉市政府积极响应国家西部大开发战略,着力推进公共基础设施建设,城市面貌焕然一新,固定资产投资突飞猛进,长期保持高速发展,名列甘肃省前列。但基础设施建设飞速发展的过程中,也暴露出一些问题,如重复建设,政绩工程、招投标监管缺失、政府监管缺位、公共投资效率低等问题,导致了公共财政资源的巨大浪费,政府投资杠杆作用发挥不充分。因此,本文以酒泉市公共基础设施建设作为研究对象。本文在全面综合研究国内外公共基础设施投资与管理方面的理论基础上,结合酒泉市基本市情和具体实际,利用大量的甘肃省及酒泉市统计数据,用理论与实际相结合,定性剖析与定量研析相结合,样板分析与实践案例相结合的方法,全方位、深刻地解析了酒泉市公共基础设施投入与管理中产生的疏漏和问题,如:投资与管理水平较低,决策缺少科学性,管理机构重复设置等;其次,具体分析了导致问题的原因所在如:酒泉市公共基础设施投资效率和管理机制不完善,职能机构管理不到位;最后,根据前面关于酒泉市公共基础设施投资和管理方面研究,为酒泉市政府公共基础设施投资决策提供科学合理的对策建议,希望以此提高酒泉市政府公共基础设施投资与管理水平,为我国其他地区公共基础设施投资与管理提供可以借鉴的经验,同时,丰富我国地方政府公共基础设施投资与管理方面理论。
[Abstract]:Since the reform and opening up for more than 30 years, the CPC Central Committee and the State Council have attached great importance to the investment and construction of national public infrastructure, with the strong support and promotion of a series of strategic plans and policies and measures such as the large-scale development of the western region. The scale of investment and construction of public infrastructure in China has expanded unprecedentedly, which has greatly increased the growth of the national economy and consumption. At the same time, as the living standards of the people throughout the country have been greatly improved, the overall national strength has been significantly improved. The level of productivity has been further improved, and the unprecedented development of public infrastructure has played an important role in the overall, healthy and rapid development of China's economy and society. How the construction of public infrastructure in a country or a place directly affects labor productivity, product cost and living standards of residents. Therefore, stable and good investment in public infrastructure is conducive to raising the level of social productivity. The Jiuquan Municipal Government responded positively to the national strategy of developing the western region, put forth efforts to promote the construction of public infrastructure, took on a new look of the city, made rapid progress in fixed asset investment, and maintained rapid development for a long time. But during the rapid development of infrastructure construction, some problems have also been exposed, such as repeated construction, performance projects, lack of supervision over bidding, absence of government supervision, low efficiency of public investment, and so on. This has led to a huge waste of public financial resources and inadequate leverage of government investment. This paper takes the public infrastructure construction of Jiuquan City as the research object. On the basis of comprehensive research on the investment and management of public infrastructure at home and abroad, this paper combines the basic market conditions and specific practice of Jiuquan City. Using a large number of statistical data in Gansu Province and Jiuquan City, combining theory with practice, combining qualitative analysis with quantitative analysis, combining sample analysis with practical cases, This paper deeply analyzes the omissions and problems arising from the investment and management of public infrastructure in Jiuquan, such as the low level of investment and management, the lack of scientific decision-making, the repeated setting of management institutions, and so on. Specific analysis of the causes of the problems such as: Jiuquan City public infrastructure investment efficiency and management mechanism is not perfect, the functional organization management is not in place; finally, according to the previous research on Jiuquan public infrastructure investment and management, In order to improve the level of investment and management of public infrastructure in Jiuquan City, this paper provides scientific and reasonable countermeasures and suggestions for the government's investment in public infrastructure in Jiuquan City, and hopes to improve the investment and management level of public infrastructure in Jiuquan City. It can provide the experience for reference for the investment and management of public infrastructure in other regions of China, and enrich the theory of public infrastructure investment and management of local government in our country at the same time.
