基于DEA方法的我国发电行业效率评价研究

【摘要】:电力产业是一个国家经济发展中最重要的基础能源产业之一。因此大部分国家都将电力行业作为本国经济发展的重点和优先发展行业。近年来,伴随着电力技术进步以及人们对电力行业是天然垄断行业这一观点的反思,以打破传统国家垄断经营、提高电力企业经营效率为目标的电力市场化改革在世界各国如雨后春笋般涌现,中国也一直在进行本国电力改革的探索。我国首次迈出冲击电力行业高度垄断经营体制的步伐是在20世纪80年代。通过回顾30年的改革历程可以发现我国已经进行的电力行业市场化改革主要集中在发电行业,因此对市场化改革过程中发电行业效率的研究更符合中国国情。2002年我国开始正式实施“厂网分离”,是我国电力行业市场化改革进程中关键性的分界点。本文就以2001—2013年“厂网分离”前后13年时间里发电企业的效率为研究对象,采用Malmquist指数与DEA结合的非参数评价方法对其进行评价分析。同时,考虑到国有资本在我国发电行业中占绝对控制地位,结合近年来国资委对央企考核的重点,本文将EVA值作为产出指标纳入评价体系中,使本文对我国发电企业的效率评价更具针对性。本文研究结果表明:“厂网分离”刚实行的几年里,发电企业效率出现短暂的增长,但这种趋势并未得到保持,截至2013年我国发电企业效率整体并不理想;发电行业产出冗余普遍存在,尤其是在流动资产和固定资产上的冗余比较严峻,反映出我国发电企业一味增加投入,盲目投资生产能力和扩大规模以实现收入增长目的现实情况;而对发电企业进行Malmquist指数分析也表明我国发电行业效率提升缺乏动力。针对实证研究结果,本文在最后提出了政策建议。
[Abstract]:The power industry is one of the most important national economic development based on the energy industry. In recent years, with the progress of technology and people power is a reflection of the idea of natural monopoly of the power industry, in order to break the traditional state monopoly to improve the operating efficiency, the electric power enterprise as the goal of the reform of the electricity market in the world as Chinese emerged like bamboo shoots after a spring rain, has been exploring its own power reform. In this paper, after 2001 2013 the factory network from 13 years in the power generation efficiency of enterprises as the research object, using non parametric evaluation method with Malmquist index with DEA to evaluate its analysis. At the same time, taking into account the absolute control of state-owned capital in China's power industry, combined with the key in recent years, the SASAC central enterprises assessment, the EVA value as the output indicators included in the evaluation system, the efficiency evaluation of China's power enterprises more targeted. According to the empirical results, this paper finally puts forward policy suggestions.
