谨防户籍人口与常住人口城镇化率差距拉大

【摘要】："十三五"时期,为落实按照基本公共服务均等化的要求,加快引导农民工有序落户城镇,国家应统筹安排、做好顶层设计,完善与农民工"带资进城"相配套的法律法规,探索建立农民工市民化的区域协调机制。地方政府应在深化落实各项改革政策基础上,积极探索、勇于创新,更加注重引导农民工充分就业并提高就业层次,推动农民工在大中小城镇分层落户和就地落户等。
[Abstract]:During the 13th Five-Year Plan period, in order to implement the requirements of equalization of basic public services and speed up the guidance for migrant workers to settle down in cities and towns in an orderly manner, the state should make overall arrangements, do a good job of top-level design, and perfect the laws and regulations matching with migrant workers'"bringing capital into cities".To explore the establishment of a regional coordination mechanism for the urbanization of migrant workers.On the basis of deepening the implementation of various reform policies, local governments should actively explore and innovate, pay more attention to guiding migrant workers to get full employment and raise the level of employment, and promote migrant workers to settle in large, medium and small cities and towns at different levels and on the spot.
