【摘要】:本文围绕我国乳制品安全规制效果这一问题展开研究,旨在了解影响我国乳制品安全规制效果的因素,进而针对影响情况提出相应的建议。本文首先详细阐述了规制的必然性、规制的运行机制和规制应有的效果,然后从理论和实证两方面分析影响乳制品安全规制效果的因素。在实证部分,本文采用计量分析方法,通过建立多元线性回归模型进行实证分析。结果表明,从长期来看,监管力度和市场集中度对乳制品安全规制效果起着很大的作用,而法律的健全度和质量技术标准要求的高低对乳制品安全规制效果的影响程度稍小。我国的乳制品安全规制效果正在往向好的趋势发展。最后,本文从提高市场集中度、加大监管力度、完善法律法规、改善质量技术标准、改善规制机构职能这五个方面提出提升我国乳制品安全规制效果的建议。
[Abstract]:This paper focuses on the effect of dairy product safety regulation in China, in order to understand the factors that affect the effect of dairy product safety regulation in China, and then put forward corresponding suggestions for the impact. In this paper, the inevitability of regulation, the operation mechanism of regulation and the effect of regulation are expounded in detail, then the factors influencing the effect of safety regulation of dairy products are analyzed theoretically and empirically. In the empirical part, this paper uses econometric analysis method, through the establishment of multiple linear regression model for empirical analysis. The results show that, in the long run, supervision and market concentration play a great role in the effect of dairy product safety regulation, while the degree of perfection of law and the requirement of quality and technical standard have little influence on the effect of dairy product safety regulation. The effect of dairy products safety regulation in our country is developing towards the good trend. Finally, this paper puts forward some suggestions to improve the effect of dairy safety regulation in China from five aspects: increasing market concentration, strengthening supervision, perfecting laws and regulations, improving quality and technical standards, and improving the functions of regulatory bodies.
