中国最低工资水平比较研究

【摘要】：该文基于国内外最新可获得的数据,对中国的最低工资水平进行了历时态和共时态的比较研究。研究发现:在2005-2014年间,中国最低工资水平有所提高,地区差异也有所缩小,但增长速度不高,其占人均国内生产总值(GDP)之比有所下降。从国际比较的视角来看,中国最低工资水平低于其经济发展水平,但增速却不低。就中国所处的经济发展水平来看,其最低工资水平尚处在一个相对正常的区间。从最低工资标准的变化来看,中国的调整方式存在着法律法规不明确和主观随意性较大的问题。为了增强最低工资标准设定的合理性,中国应当保持一个适当的最低工资标准增长速度,并尝试建立最低工资标准的自动调整制度。
[Abstract]:Based on the latest available data at home and abroad, a comparative study of the minimum wage level in China has been carried out. The study found that the minimum wage level in China has improved in 2005-2014 years, and the regional differences have also been reduced, but the rate of growth is not high, and the ratio of GDP to per capita gross domestic product (GDP) has declined. In the view of international comparison, the minimum wage level in China is lower than its economic development level, but its growth rate is not low. In terms of the level of economic development in China, the minimum wage level is still in a relatively normal range. From the change of the minimum wage standard, the adjustment mode of China is not clear and subjective in the laws and regulations. In order to increase the reasonableness of the minimum wage standard setting, China should maintain a proper minimum wage standard growth rate and try to establish an automatic adjustment system for the minimum wage standard.
