【摘要】：随着我国加入WTO世贸组织,国内实验室将被推向市场,使得实验室必须自谋出路,自主经营。实验室要在市场上立足,必要实施科学、规范、严格的管理,因此国内许多实验室纷纷建立起实验室质量体系并取得实验室认可,提高管理水平。本文就浙江省特种设备检验研究院的管理体系进行分析研究,结合特种设备机构现状和内外部环境,运用管理学、管理统计学、质量管理学等理论,融合文献研究法、调研法、问题分析法等研究方法,深入探讨了特种设备实验室质量体系相关的规范,重点分析了质量体系的架构、存在的问题和产生的原因,指出机构在思想意识、组织结构、员工素质、检验流程、质量管理体系运行等方面存在的问题。在结合理论和实践的基础上,按照发展特种设备,服务地方经济的原则,从完善机构组织结构、提升人员素质、优化检验流程、改进管理体系和制度等方面改进该院管理体系的方案。从而把质量管理高效的理念、手段和技术引入特种设备检验工作中,克服行业内普遍弊端,有利于防范检验质量风险,提升特种设备检验工作水平,本文所得的结论对研究院质量体系的改进和广大同行依据国际标准建立的实验室质量体系具有一定的借鉴意义。
[Abstract]:With China's accession to the WTO, domestic laboratories will be pushed to the market, making the laboratories must seek their own way out and operate independently. In order to establish a foothold in the market, it is necessary to carry out scientific, standardized and strict management. Therefore, many laboratories in China have established laboratory quality system and obtained laboratory approval to improve the management level. This paper analyzes and studies the management system of Zhejiang Special equipment Inspection Research Institute, combines the present situation of special equipment institutions and the internal and external environment, applies the theories of management, management statistics, quality management and so on, and integrates the literature research method and the investigation method. The research methods, such as problem analysis, deeply discuss the relevant norms of the quality system of special equipment laboratory, especially analyze the structure, existing problems and causes of the quality system, and point out that the organization is in ideology and organizational structure. Staff quality, inspection process, quality management system operation and other problems. On the basis of combining theory and practice, in accordance with the principle of developing special equipment and serving local economy, from perfecting the organizational structure of the organization, improving the quality of personnel, optimizing the inspection process, To improve the management system and system, etc. Thus, the concept, means and technology of high efficiency quality management are introduced into the inspection work of special equipment, so as to overcome the common malpractices in the industry, to prevent the risk of inspection quality, and to improve the level of inspection work of special equipment. The conclusions obtained in this paper can be used for reference to improve the quality system of the institute and to establish the laboratory quality system based on international standards.
