区域创新驱动全要素生产率测度及其影响因素研究——基于Malmquist-Tobit方法的实证分析

【摘要】：基于1997—2013年中国省际面板数据,运用Malmquist-Tobit方法实证分析探讨中国省际创新驱动的全要素生产率及其经济环境影响因素。研究表明,1整体上中国区域创新驱动效率处于上升趋势,规模效率较高,技术效率偏低;2区域创新驱动效率增长速度与经济水平之间没有正相关关系,增长最快的8个省分别是广东、宁夏、黑龙江、辽宁、浙江、山东、湖南、福建;3对外开放程度对创新驱动效率的促进作用并不显著,而政府科技投入额、经济发展水平、产业结构升级优化程度和高等教育发展水平对创新驱动效率具有显著的促进作用,它们每提高1%,创新驱动效率分别提高0.0649%、0.0233%、0.0173%、0.015%。基于此,提出提高中国区域创新驱动效率的建议。
[Abstract]:Based on the provincial panel data of China from 1997 to 2013, the total factor productivity (TFP) driven by inter-provincial innovation in China and the factors affecting its economic environment are empirically analyzed by using the Malmquist-Tobit method. The research shows that the driving efficiency of regional innovation in China is on the rise, the scale efficiency is high, and the technological efficiency is low. There is no positive correlation between the growth rate of regional innovation driving efficiency and the economic level. The eight provinces with the fastest growth are Guangdong, Ningxia, Heilongjiang, Liaoning, Zhejiang, Shandong, Hunan, and Fujian. The degree of opening up to the outside world in Fujian does not play a significant role in promoting the efficiency of innovation drive. However, the amount of scientific and technological input from the government and the level of economic development are not significant. The optimization degree of industrial structure upgrading and the level of higher education development have significant promoting effect on the innovation-driven efficiency. Each one of them improves the innovation-driven efficiency by 0.0649 and 0.02330.0.0173 respectively. Based on this, the paper puts forward some suggestions to improve the efficiency of regional innovation drive in China.
