物联网环境下知识产权信息化建设研究

【摘要】：随着物联网技术和信息技术的发展,近年来知识产权信息化建设在中央到地方各级政府的高度重视和大力支持下取得了快速发展,但为了防止重复建设,知识产权信息化建设的布局应当是下一阶段物联网产业政策的重点。通过运用专利情报分析法对目前在华中外物联网领域的专利申请量、法律状态、有效专利存量、专利比例等指标进行评估可以看出:我国专利申请数量增长明显,但利用率和转化率尚有待提高,与外国企业在专利信息化建设上差距明显,但也具备一定的技术比较优势,及时展开信息化建设布局为时不晚。建议在国家层面加强物联网知识产权布局和司法保护;行业层面构筑专利信息服务实时预警应急机制,建立健全行业知识产权自律机制;企业层面加强企业知识产权内部管理和创新动力机制,共同加快我国的物联网知识产权信息化布局。
[Abstract]:With the development of Internet of things technology and information technology, in recent years, the information construction of intellectual property has made rapid development with the great attention and support of the central and local governments at all levels, but in order to prevent duplication of construction, The layout of intellectual property information construction should be the focus of the next stage of the Internet of things industrial policy. Through the evaluation of patent application volume, legal status, effective patent stock and patent proportion in the field of Internet of things in China and foreign countries by using patent information analysis, we can see that the number of patent applications in China has increased significantly. However, the utilization ratio and conversion rate still need to be improved, and there is a clear gap with foreign enterprises in the construction of patent information, but also has a certain technical comparative advantage, so it is not too late to start the layout of information construction in time. It is suggested to strengthen the layout and judicial protection of intellectual property rights in the Internet of things at the national level, to build a real-time early warning and emergency mechanism for patent information services at the industry level, and to establish and improve the self-discipline mechanism of intellectual property rights in the industry. At the enterprise level, we should strengthen the internal management and innovation motive mechanism of the intellectual property rights of enterprises, and jointly accelerate the information layout of intellectual property rights in the Internet of things in China.
