平阳县建设温州大都市区南部副中心城市战略研究

【摘要】：以大都市为中心,周边城镇为副中心,通过建设多核心的大都市区,实现大中小城市和小城镇协调配合发展,是现代大都市发展的重要趋势之一,也是周边城镇寻求进一步发展的必然选择。按照温州市提出的“一主两副三极多点”大都市区布局要求,建设温州大都市区南部副中心城市是平阳县当前的重大公共战略,综合考虑自身的条件和所处的环境,明确战略思路和建设路径至关重要。本文以城市空间结构理论、城市管理理论和公共部门战略管理理论为指导,应用SWOT法综合分析平阳县建设大都市区副中心具有的地理区位优越、自然资源丰富、文化民俗相近、人居环境等优势,存在的城市规模偏小、基础设施建设不完善、工业“低小散”问题突出、要素保障不足、征地拆迁成本高等劣势,面临着温州市政策倾斜、大力推进城乡一体化、工业和服务业加快发展等机遇,与周边县市区竞争激烈等威胁,并在比较巴黎马恩拉瓦莱新城、东京临海副中心、南京市高淳区、杭州市“江南副城”等大都市区副中心城市建设经验的基础上,分析其对平阳县的借鉴意义,结果表明平阳县建设温州大都市区南部副中心城市是十分必要和切实可行的,在建设的过程中,要坚持城市化战略、工业强县战略和环境革命战略,应妥善处理城市化、工业化与生态化、政府债务与城市建设、市场、地方政府与上级政府在推进城市建设,自身发展与依托温州大都市区中心城市发展等方面的关系,以此更快更科学的推进这一需要长期坚持的目标,进而结合平阳县的实际提出坚持推进城市化、工业强县、环境革命等战略思路和打造温州大都市区南部副中心城市这一总体的发展目标,提出提升城市的规模档次、建立外通内畅的交通体系、大力推进工业转型升级、改善生态环境、优化发展的要素环境等政策建议,为平阳县建设温州大都市区南部副中心城市提供决策参考。
[Abstract]:Taking the metropolis as the center and the surrounding towns as the secondary centers, it is one of the important trends of the development of modern metropolis to realize the coordinated and coordinated development of the large, medium and small cities and towns through the construction of a multi-core metropolitan area. It is also an inevitable choice for the surrounding towns to seek further development. According to the layout requirements of "one main, two sets, three poles and more points" put forward by Wenzhou City, it is a major public strategy for Pingyang County to build a sub-central city in the southern part of Wenzhou metropolitan area, taking into account its own conditions and its environment. Clear strategic thinking and construction path is very important. Under the guidance of urban spatial structure theory, urban management theory and public sector strategic management theory, this paper applies the SWOT method to analyze the advantages of geographical location, rich natural resources and similar culture and folklore in the construction of sub-center in Pingyang metropolitan area. The advantages of human settlements, such as small scale of cities, imperfect infrastructure construction, outstanding problems of "low and small dispersion" of industry, insufficient protection of elements, high cost of land requisition and demolition, are facing the policy inclination of Wenzhou City. Vigorously promoting urban-rural integration, accelerating the development of industry and service industries, and other threats such as fierce competition with surrounding prefectures and urban areas, and comparing with Paris's New City of Ma\ x {e16c} la Valle, the Deputy Center of Linhai in Tokyo, and the Gaochun district of Nanjing, On the basis of the experience in the construction of deputy central cities in Hangzhou's "Jiangnan auxiliary city" and other metropolitan areas, this paper analyzes its reference significance to Pingyang County, and the results show that it is very necessary and feasible for Pingyang County to build a sub-central city in the southern part of Wenzhou metropolitan area. In the process of construction, we should adhere to the strategy of urbanization, the strategy of strong industrial counties and the strategy of environmental revolution. We should properly handle urbanization, industrialization and ecology, government debt and urban construction, and the market. The relationship between local governments and higher governments in promoting urban construction, their own development, and relying on the development of the central city of Wenzhou metropolitan area, and so on, in order to advance this long-term goal more quickly and scientifically. Furthermore, in light of the actual situation in Pingyang County, the paper puts forward the strategic thinking of promoting urbanization, strong industrial counties, environmental revolution, and the overall development goal of building a sub-center city in the southern part of Wenzhou metropolitan area, and proposes to upgrade the scale and scale of the city. The establishment of a smooth transportation system, the promotion of industrial transformation and upgrading, the improvement of the ecological environment, the optimization of the development of the elements of the environment and other policy recommendations, for Pingyang County to build the southern central city of Wenzhou metropolitan area to provide a decision-making reference.
