内蒙古城乡经济一体化水平测度研究

【摘要】:城镇和农村是两个具有不同内涵的区域,二者在改革开放的进程中扮演的角色也不尽相同。在城市导向的政策引导下,城市的建设速度和投资规模远远高于农村,使得城市与农村之间的差距不断扩大,形成了非常突出的二元经济发展结构。随着改革的深入,这二者之间的协调问题成为了中国进一步发展的障碍,城乡融合日益受到重视。尤其对于西部边远少数民族地区来说,城乡协调发展不仅关系到民族地区的经济发展,也对政治稳定具有非常深远的意义。因此,如何妥善调整城乡关系,破除二元结构,推行民族地区城乡一体化,是我国现阶段所亟待解决的难题。本研究以内蒙古为研究区域范畴,以城乡经济一体化为研究主线,在西方城乡关系理论基础上,对国内外有关城乡一体化的研究进行梳理,合理归纳和总结城乡经济一体化的内涵及其外延,构建科学合理的城乡经济一体化指标体系并对指标做了多层次和系统的研究。在此基础上对内蒙古城乡经济一体化水平从整体层面的时间序列变动和各盟市的城乡经济一体化发展水平进行了实证分析。研究得出了以下结论:第一,内蒙古城乡经济一体化水平在2001-2013年期间呈现稳步上升趋势。表明内蒙古城乡经济二元结构正得到缓解,这一趋势也符合城乡经济社会发展的普遍规律。但同时也存在城乡经济一体化水平提升速度缓慢、整体水平不高等问题,其最主要的原因是民族地区城乡经济发展的特殊性、城乡交通网络不完善、缺乏有效改善城乡经济二元结构的财政支持等。在构成内蒙古城乡经济一体化的四个部分中,收支一体化水平、储蓄投资一体化水平、经济结构一体化水平的变化并不明显,而基础设施一体化水平有了很大的提高。第二,内蒙古各盟市的城乡经济一体化水平地域差异显著,整体呈由西向东逐渐降低,西部偏高、中东部较低的宏观空间格局和“呼包鄂”地区城乡经济一体化水平凸起的空间分异特征。在组成城乡经济一体化的四个部分中,城乡收支一体化、储蓄投资一体化、经济结构一体化水平地区差异较为明显,而基础设施一体化水平地区差异较小。通过以上的分析,认为应该从以下4个方面推进内蒙古城乡经济一体化发展水平:第一,结合实际,科学制定城乡经济一体化发展规划。第二,创新有利于城乡经济一体化的体制、机制。第三,改革传统工业化模式,优化经济结构,构建合理的产业体系。第四,以城市化的快速发展推动城乡经济一体化。
[Abstract]:Town and countryside are two regions with different connotations, and they play different roles in the process of reform and opening up. Under the guidance of the urban-oriented policy, the construction speed and investment scale of the city is far higher than that of the rural areas, which makes the gap between the cities and the rural areas continue to expand, forming a very prominent dual economic development structure. With the deepening of the reform, the coordination between the two has become an obstacle to the further development of China, and the integration of urban and rural areas has been paid more and more attention. Especially for the western remote minority areas, the coordinated development of urban and rural areas is not only related to the economic development of ethnic areas, but also to political stability has a very far-reaching significance. Therefore, how to properly adjust the relationship between urban and rural areas, break down the dual structure, and promote the integration of urban and rural areas is a difficult problem to be solved at the present stage of our country. This research takes Inner Mongolia as the research area, takes the urban-rural economic integration as the main line of study, on the basis of the western urban-rural relation theory, combs the domestic and foreign research about the urban-rural integration. The connotation and extension of urban-rural economic integration are summed up and the scientific and reasonable index system of urban-rural economic integration is constructed. On this basis, the paper makes an empirical analysis of the time series changes in the level of urban-rural economic integration in Inner Mongolia and the development level of urban-rural economic integration in each league city. The main conclusions are as follows: first, the level of urban and rural economic integration in Inner Mongolia increased steadily from 2001 to 2013. It shows that the dual structure of urban and rural economy in Inner Mongolia is being alleviated, and this trend accords with the general law of urban and rural economic and social development. But at the same time, there are also some problems, such as the slow increase in the level of urban and rural economic integration and the low overall level. The main reasons are the particularity of the economic development of urban and rural areas and the imperfection of urban and rural transportation network. Lack of effective improvement of urban and rural economic dual structure of financial support. In the four parts of urban and rural economic integration in Inner Mongolia, the level of income and expenditure integration, savings and investment integration level, economic structure integration level change is not obvious, but the level of infrastructure integration has been greatly improved. Second, the level of economic integration between urban and rural areas in Inner Mongolia is significantly different. The overall level of economic integration is gradually decreasing from west to east, and the western region is on the high side. The lower macro spatial pattern in the central and eastern part of China and the spatial differentiation characteristics of urban and rural economic integration level in Hubao E area. In the four parts of urban and rural economic integration, the regional differences are obvious in the integration of urban and rural income and expenditure, savings and investment, and economic structure, while the regional differences in infrastructure integration are relatively small. Through the above analysis, the author thinks that the development level of urban and rural economic integration in Inner Mongolia should be promoted from the following four aspects: first, scientific formulation of urban and rural economic integration development plan combined with the actual situation. Second, innovation is conducive to the integration of urban and rural economic systems, mechanisms. Third, reform the traditional industrialization model, optimize the economic structure, and build a reasonable industrial system. Fourth, with the rapid development of urbanization to promote urban and rural economic integration.
