河北省城市基础设施竞争力评价研究

【摘要】:城市基础设施不仅是经济发展的必要前提,也是人们日常生活的重要保障。步入21世纪以来,我国城市化进程明显加快,随之带来了城市基础设施供不应求的问题。然而,城市未来的建设需要以了解现阶段的基础设施建设水平为前提。因此,建立一套完整的城市基础设施评价体系并对当前基础设施进行合理的评价显得十分重要。本文从竞争力的角度建立了相对完善的城市基础设施指标评价体系,并对河北省11个地级市的基础设施建设水平进行了详细的评价与分析,希望能为河北省城市发展规划与城市建设提供一些可操作性的建议。首先,本文阐述了研究背景、研究意义以及国内外研究现状。随后详细描述了城市基础设施的相关理论、竞争力理论以及本文的评价理论,并以城市竞争力评价模型为基础构建了城市基础设施竞争力评价的“房子”模型。其次,基于上述理论确定河北省城市基础设施竞争力的评价维度、评价原则与评价思路,并以“房子”模型为基础构建了包含7个一级指标、30个二级指标的基础设施评价体系。再次,在了解河北省整体基础设施建设水平的基础上,运用熵值法对河北省11个城市分别进行综合评价和子系统评价,并对评价结果进行全面、系统的分析。最后,根据本文的评价结果,对如何提高河北省城市基础设施竞争力提出了针对性建议。
[Abstract]:Urban infrastructure is not only a necessary prerequisite for economic development, but also an important guarantee for people's daily life. Since the beginning of the 21st century, the process of urbanization in China has been accelerated obviously, which brings about the problem that the supply of urban infrastructure exceeds the demand. However, the future construction of the city needs to understand the current level of infrastructure construction as the premise. Therefore, it is very important to establish a complete urban infrastructure evaluation system and evaluate the current infrastructure reasonably. In this paper, a relatively perfect evaluation system of urban infrastructure is established from the point of view of competitiveness, and the level of infrastructure construction in 11 prefecture-level cities in Hebei Province is evaluated and analyzed in detail. Hope to provide some operable suggestions for urban development planning and urban construction in Hebei province. First of all, this paper describes the research background, research significance and domestic and foreign research status. Then it describes the theory of urban infrastructure, the theory of competitiveness and the evaluation theory of this paper. Based on the evaluation model of urban competitiveness, the "house" model of the evaluation of urban infrastructure competitiveness is constructed. Secondly, based on the above theory, the evaluation dimensions, evaluation principles and evaluation ideas of the competitiveness of urban infrastructure in Hebei Province are determined. Based on the "house" model, seven first-level indicators are constructed. Infrastructure evaluation system of 30 secondary indicators. Thirdly, on the basis of understanding the level of the overall infrastructure construction in Hebei Province, the entropy method is used to evaluate 11 cities in Hebei Province, and the evaluation results are analyzed comprehensively and systematically. Finally, according to the evaluation results of this paper, some suggestions on how to improve the competitiveness of urban infrastructure in Hebei Province are put forward.
