我国省级地方政府间举债竞争的空间关联性研究

【摘要】：税收竞争与支出竞争是目前我国被研究较多的两个方面,但对于省级地方政府间的举借债务竞争研究却基本是空白的。通过构建能够综合反映空间距离远近和经济发展水平相近性的权重矩阵,可以识别出我国30个省份之间举借债务的关联性。然后,进一步利用空间自回归计量模型,研究发现这种关联性主要源于省级地方政府间的举债竞争,且其竞争反应系数显著为正。这一结论为我们认识地方债务的举借动因和形成机制提供了一个新的分析视角,对于在新《预算法》下治理管控地方债务也具有重要的政策启示。
[Abstract]:Tax competition and expenditure competition are two aspects that have been studied in our country at present, but the research on the competition of borrowing debt between provincial and local governments is basically blank. By constructing the weight matrix which can reflect the spatial distance and the similarity of economic development level, we can identify the correlation of borrowing debt among 30 provinces in China. Then, by using the spatial autoregressive model, it is found that the correlation is mainly due to the borrowing competition among provincial local governments, and the competitive response coefficient is significantly positive. This conclusion provides a new perspective for us to understand the borrowing motivation and formation mechanism of local debt, and also has important policy implications for the management and control of local debt under the new Budget Law.
