绿色商品住宅经济激励问题研究

【摘要】:在科学发展可持续发展的背景下,以牺牲资源环境谋求社会发展的方式明显与之相悖尤其是要摆脱传统建筑行业高能耗高污染的特点,避免建筑行业直接破坏资源环境,威胁人类社会的可持续发展绿色建筑是可持续发展的体现,是建设低碳型社会的必然选择,,是建筑业的最终发展方向,作为我国需求量最大的建筑类型,住宅必须走绿色可持续发展的道路但是我国绿色商品住宅发展缓慢,缺乏有效的经济激励机制本文围绕绿色商品住宅经济激励问题这一主题做了以下研究: (1)第一章和第二章对国内外绿色商品住宅的研究现状我国绿色商品住宅发展现状以及相关政策现状进行了梳理总结,指出我国绿色商品住宅发展过程中亟需提高和完善的地方;从理论角度分析了发展绿色商品住宅对我国实现可持续发展的重要意义 (2)由于绿色商品住宅的外部性特征制约了其本身的发展,所以本文对绿色商品住宅经济力的动因进行研究,运用外部性理论对绿色商品住宅市场失灵进行分析,总结了解决绿色建筑外部性问题的一些方法,重点对经济政策激励方法作了深入分析,指出经济激励的对象和经济激励的主体,并分析了如何对激励对象进行有效激励 (3)提出了构建绿色商品住宅的经济激励机制的建议,在经济激励政策设计原则的基础上,提出绿色商品住宅经济激励政策基本框架和绿色商品住宅经济激励政策的组合建议,对绿色商品住宅的经济激励机制从构建运行到保障进行了阐述 (4)通过成本效益分析构建了开发商和消费经济激励水平模型,进行了实证研究为政府进行绿色商品住宅经济激励政策的设计给出了建议
[Abstract]:Under the background of scientific development and sustainable development, the way of sacrificing resources and environment to seek social development is obviously contrary to it, especially to get rid of the characteristics of high energy consumption and high pollution in the traditional construction industry, and to avoid the construction industry directly destroying the resources and environment. The sustainable development of green building, which threatens human society, is the embodiment of sustainable development, the inevitable choice of building a low-carbon society, and the final development direction of construction industry. Housing must take the path of green and sustainable development. However, the development of green commercial housing in China is slow. Lack of effective economic incentive mechanism this paper makes the following research around the theme of economic incentive of green commodity housing: (1) the first and second chapters of the domestic and foreign green commercial housing research status quo of our country green The current situation of commercial housing development and related policies are summarized, Points out that the green commercial housing development process needs to be improved and improved; This paper analyzes the significance of the development of green commercial housing to the realization of sustainable development in China from a theoretical point of view. (2) the external characteristics of green commercial housing restrict its own development. Therefore, this paper studies the motivation of green commodity housing economy, analyzes the market failure of green commodity housing market by using externality theory, and summarizes some methods to solve the externality problem of green building. Focusing on the analysis of economic policy incentive methods, the paper points out the object of economic incentive and the main body of economic incentive. It also analyzes how to encourage the incentive object effectively. (3) it puts forward the suggestion of constructing the economic incentive mechanism of green commodity housing, and on the basis of the design principle of economic incentive policy, the paper puts forward some suggestions on how to construct the economic incentive mechanism of green commodity house. The basic framework of green commodity housing economic incentive policy and the combination of green commodity housing economic incentive policy are put forward. This paper expounds the economic incentive mechanism of green commodity housing from construction and operation to guarantee. (4) through cost-benefit analysis, the model of incentive level of developer and consumer economy is constructed. An empirical study is carried out and some suggestions are given for the government to design the economic incentive policy for green commodity housing.
