电信接入网工程项目管理模式改进研究

【摘要】：近年来电信集团接入网工程投资逐年压降,而市场份额不断扩增,导致网络投资与市场发展的矛盾日益突显。为促进本市接入网工程建设方面的可持续发展,网络发展部必须做出进一步的改革和创新。本文以2015年-2016年的东营市经济开发区中科园电信接入网工程项目作为典型案例,运用项目管理的理论、方法、过程控制进行深入剖析,找出了目前电信市公司在项目管理中存在的主要问题,如:投资立项时间长,流程繁琐;仓储库存不足,采购时间长;缺乏对网络发展部的考核;施工规范不健全;后评估机制不完善等。针对中科园项目管理中的主要问题,探索了原有项目管理中几个方面的改进,归纳总结出按照接入网工程项目在立项阶段、施工阶段、交付使用阶段等三个阶段的问题,提出了优化或改革对策:首先,在接入网工程项目立项阶段:创新立项管理之简化立项流程、调整决策管理层、开通绿色通道;第二,在接入网工程项目施工阶段:创新工程建设管理模式和优化提升接入网建设规范;优化工程物资采购和库存管理;建立网络资源效率责任和考核体系;最后,在接入网工程项目交付后的使用阶段:完善项目后评估机制,推进、完善工程管理的长效机制。本文研究将为今后电信接入网工程项目管理提供有益的参考,同时对提高网络发展部的管理水平与投资效益的管控措施具有指导意义,为电信市场的稳固长效发展提供帮助。
[Abstract]:In recent years, the investment in the access network project of telecommunication group has dropped year by year, and the market share has been expanded constantly, which leads to the contradiction between the network investment and the market development becoming more and more prominent. In order to promote the sustainable development of the access network construction in this city, The Ministry of Network Development must make further reforms and innovations. This paper takes the Zhongke Yuan Telecom access Network Project of Dongying Economic Development Zone from 2015 to 2016 as a typical case and applies the theory and method of project management. The process control is deeply analyzed, and the main problems existing in the project management of telecom companies are found out, such as: long time of investment establishment, cumbersome process, insufficient storage inventory, long purchasing time, lack of examination of network development department; The construction code is not perfect, the post-evaluation mechanism is not perfect and so on. In view of the main problems in the project management of Zhongke Park, this paper probes into the improvement of several aspects of the original project management, and concludes that according to the access network engineering project in the project construction stage, construction stage, This paper puts forward the optimization or reform countermeasures for the three stages: first, in the project establishment stage of the access network project: to simplify the project establishment process of innovation project management, to adjust the decision-making management level, and to open the green channel; second, In the construction phase of the access network project: innovating the construction management mode of the project and optimizing and upgrading the construction standard of the access network; optimizing the procurement of engineering materials and inventory management; establishing the network resource efficiency responsibility and assessment system; finally, In the use stage after the project delivery of access network: perfecting the post-project evaluation mechanism, promoting and perfecting the long-term mechanism of project management, this paper will provide a useful reference for the project management of telecommunication access network in the future. At the same time, it has the guiding significance to improve the management level and the investment benefit of the network development department, and provides the help for the stable and long-term development of the telecommunication market.
