【摘要】:Z市邮政是中国邮政集团公司全资子公司——G省邮政公司下属的地级市局。该局承担着服务Z市人民及全网的邮政通信重任,主营业务包括:信函、报刊发行、包裹、机要通信、代理邮政储蓄、邮政汇兑、代理速递物流等。 经历了一系列的改革后,Z市邮政通过强化队伍建设、完善产品体系、优化作业流程、细化管理制度,初步摸索出了一条现代化城市的邮政发展道路。但是,面对着金融危机后大型企业开支趋势的变更、国家金融政策的日趋紧缩、城市产业结构调整步伐的日益加快、人工场地等各项成本的不断提升、以及内地城市高速发展造成的沿海城市人口流动等诸多不利因素;Z市邮政亟待借助战略转型,在已经变化的市场格局下,寻求再次突围。 本文通过SWOT分析法,明确提出Z市邮政战略转型的机遇在于板块联系紧密、城市一卡通项目发展潜力巨大、相关产业蓬勃发展;风险在于城市产业升级引起企业内外部变化,新兴产品的投入和市场认知、传统管理体制在现行商业模式下的冲击等;优势在于三流合一、品牌、和网络渠道方面,劣势限于普遍服务成本压力、新兴技术手段冲击、及体制机制的限制等,并由此形成Z市邮政新兴战略体系和具体战略。 Z市邮政战略转型的有效实施,将从有效推进市场转型、新兴业务转型、传统业务转型和金融业务转型四方面着手,并通过强化观念转型、完善营销体系、考核体系和网点资源,强化精细管理等方面得到落实。由此最终得出Z市邮政战略转型的方向和具体措施,从而形成对城市邮政战略转型的指导。
[Abstract]:Z City Post is a wholly owned subsidiary of China Post Group Co., Ltd.The bureau is responsible for serving the people of Z city and the whole network of postal communication. The main business includes: letters, newspapers and periodicals, parcels, confidential communications, agency postal savings, postal exchange, courier logistics and so on.After a series of reforms, through strengthening the construction of the contingent, perfecting the product system, optimizing the operation flow, and refining the management system, the postal service of the city has preliminarily groped out the way of postal development in a modern city.However, in the face of the changes in the spending trends of large enterprises after the financial crisis, the tightening of national financial policies, the acceleration of the pace of adjustment of the urban industrial structure, and the incessant increase of various costs, such as artificial sites,And many unfavorable factors, such as population flow in coastal cities caused by the rapid development of inland cities, are in urgent need of strategic transformation and seek to break through again under the changed market pattern.Through the analysis of SWOT, this paper clearly points out that the opportunity of the strategic transformation of postal service in Z lies in the close connection of the plate, the huge development potential of the urban card project and the flourishing development of the related industries, and the risk lies in the internal and external changes of the enterprises caused by the upgrading of the urban industry.The investment and market perception of emerging products, the impact of traditional management systems on the current business model, etc. The advantages lie in the integration of three streams, brands, and network channels, and the disadvantages are limited to the pressure of universal service costs and the impact of emerging technology.And the restriction of system and mechanism, and form Z city postal emerging strategic system and specific strategy.The effective implementation of Z postal strategic transformation will start from four aspects: market transformation, new business transformation, traditional business transformation and financial business transformation, and improve the marketing system by strengthening the transformation of concept.Examination system and network resources, strengthening fine management and other aspects have been implemented.Finally, the direction and concrete measures of the strategic transformation of Z city post are obtained, thus forming the guidance for the transformation of the city postal strategy.
