贵州省政府培育大数据产业案例研究

【摘要】：2008年全球性金融危机爆发后,世界经济复苏步履艰难,我国经济在保持三十多年的高速增长后也呈现出逐步放缓的趋势,地方政府面临着巨大的经济转型升级压力。由于日益突出的人口、环境、能源等问题挑战加剧,传统产业持续下滑和低迷,地方经济发展后劲不足,促使地方政府开始转向科技创新,大力培育新兴产业,试图寻求经济发展新动能。近年来,在我国地方政府的强势推动下,新一代信息技术、高端装备制造、新能源、新材料等新兴产业进入快速扩张期,产业规模不断扩大,经济带动能力持续增强,成为推动地方经济实现转型发展的中坚力量。但是盲目扩张的背后,由于缺乏科学规划、合理引导,导致新兴产业在发展初期便受到自身内在矛盾和外在因素的综合制约,无法充分发挥出对地方经济的贡献潜力。基于以上背景,本文选取了贵州省政府培育大数据产业作为案例进行分析研究,在详细阐述案例的推进背景、推进路径、主要举措、取得成效的基础上,对贵州省政府打造大数据产业的平台支撑、要素支撑、市场支撑三个方面进行专题论述,着重分析贵州省政府的主要做法及经验,从而总结提炼出对地方政府培育新兴产业的经验借鉴和有效启示。本文共分为八章:第一章:提出本文的研究课题,明确研究的目的和意义,在对国内外新兴产业培育研究现状进行梳理和评析基础上,阐述本文的理论依据,进而确定研究思路、研究内容及技术路线。第二章:对案例进行典型性分析,阐述我国大数据产业发展概况和存在的主要困惑,说明贵州省政府培育大数据产业案例的典型性价值。第三章:案例描述,介绍贵州省政府培育大数据产业的背景、主要阶段和主要举措,总结取得的主要成效。第四、五、六章:关键性因素分析,专题研究贵州省政府培育大数据产业过程中打造平台支撑、要素支撑、市场支撑的必要性、关键性,总结政府的主要经验和做法。第七、八章:借鉴与启示、结论与展望。在对案例全面分析总结的基础上,得出地方政府培育新兴产业的经验借鉴和启示,明确本文的研究结论,指出本文存在的局限性,并对下一步的研究提出展望。
[Abstract]:After the global financial crisis broke out in 2008, the recovery of the world economy was difficult, the economy of our country also showed the tendency of slowing down after keeping the high speed growth for more than 30 years, and the local government was faced with the enormous pressure of economic transformation and upgrading. Due to the growing challenges of population, environment, energy and other issues, the continuous decline and depression of traditional industries and the lack of stamina in local economic development, local governments have begun to turn to scientific and technological innovation and vigorously cultivate new industries. Trying to find new momentum in economic development. In recent years, with the strong push of local governments, the new generation of new industries, such as information technology, high-end equipment manufacturing, new energy, new materials, and so on, have entered a period of rapid expansion. To become the backbone of promoting the transformation and development of local economy. But behind the blind expansion, due to the lack of scientific planning and reasonable guidance, the emerging industries are constrained by their own internal contradictions and external factors in the early stage of development, and can not give full play to the potential contribution to the local economy. Based on the above background, this paper selects Guizhou provincial government to cultivate big data industry as a case study, on the basis of elaborating the case's advancing background, advancing path, main measures, and achieving results. This paper discusses the three aspects of the platform support, the essential factor support and the market support of the Guizhou provincial government to build big data industry, and emphatically analyzes the main methods and experiences of the Guizhou provincial government. Thus summarizes and refines the local government to cultivate the emerging industry experience reference and effective enlightenment. This paper is divided into eight chapters: the first chapter: put forward the research topic of this paper, make clear the purpose and significance of the research, on the basis of combing and evaluating the current situation of the research on the cultivation of the new industry at home and abroad, expound the theoretical basis of this article. Then determine the research ideas, research content and technical route. The second chapter: the typical analysis of the case, expounds the general situation of big data industry development in China and the main puzzles, and explains the typical value of the Guizhou provincial government to cultivate big data industry case. Chapter three: case description, introduces the background, main stages and main measures of cultivating big data industry by Guizhou Provincial Government, and summarizes the main achievements. The fourth, fifth and sixth chapters: the key factor analysis, the special research, the Guizhou provincial government cultivates big data industry process to build the platform support, the essential factor support, the market support necessity, the key, summarizes the government main experience and the method. The seventh and eighth chapters: reference and inspiration, conclusion and prospect. On the basis of comprehensive analysis and summary of cases, this paper draws lessons from the experiences of local governments in cultivating new industries, clarifies the research conclusions of this paper, points out the limitations of this paper, and puts forward the prospects for the next research.
