工程建设管理系统化—项目管理办公室的应用

【摘要】:随着2008年中国各通信运营商全业务经营的重组,原联通公司与原网通公司合并成立中国联合网络通信有限公司,2010年原联通主体公司网络建设部和移网公司网络建设部合并为中国联通网络分公司上海分公司网络建设部,全面负责移动、固定网络建设工作。为了适应新的竞争形势、及建设需求,网络建设部的部门职责、组织架构、人员组成都有了全新的定义和调整;同时为了深入贯彻落实上海联通公司总体发展战略,进一步创新管理方式,全面提升工程管理水平,又好又快的推动网络建设,为公司业务发展提供强有力支持。上海联通网络建设部成立“工程管理能力提升”小组,负责部门项目管理能力提升研究,本文即是“项目工程管理能力提升”小组的研究成果。 本文旨在分析处于高速发展通信基础建设时期的联通公司,在全业务全面竞争大背景下,分析网络建设部现有项目管理体制及存在的主要问题,结合项目管理及项目管理办公室理论知识,研究通信运营商网络建设部门部署项目管理办公室(PMO)的可能性及必要性,提出一套应用项目管理办公室的项目管理体系;充分利用电子系统管理体系,完善考核激励机制,加强工程建设管理工作,保障通信工程建设的质量、安全和进度,籍此建立工程管理能力提升长效机制,实现工程管理符合内控要求,适应公司业务发展对网络建设提出的快速响应要求。 论文主要分为五部分,第一部分为引言,说明论文研究的背景、研究方法和思路;第二部分项目管理办公室理论综述;第三部分在全业务经营的竞争背景下,提出了以“建设精品网络、支撑全业务发展、提升用户感知”的建设目标,分析网络建设部现行的项目管理体制,分析存在的不足;第四部分针对现有项目管理中存在的不足,构建针对工程建设项目的项目管理办公室,提出项目管理办公室的部署模式、作用、职责;第五部分是结束语,对论文做了总结,提出未来研究思路的演进方向并提出建议。
[Abstract]:With the reorganization of all the telecom operators in China in 2008, the original Unicom merged with the original Netcom Company to set up the China United Network Communications Corp. The purpose of this paper is to analyze the Unicom Company in the period of high speed development of communication, and analyze the existing project management system and main problems existing in the network construction department under the full competition background of full business, and combine the project management and the theory knowledge of the project management office to study the management Office of the network construction Department of the communication operator. The thesis is divided into five parts. The first part is the introduction, explaining the background of the research, the research methods and ideas; the second part of the project management office theory summary; the third part, under the competition background of the whole business operation, puts forward the construction goal of "building a fine network, supporting the development of the whole business, improving the perception of the users". The existing project management system of the Ministry of network construction is analyzed. The fourth part, in view of the deficiencies in the existing project management, constructs the project management office for the project construction project, and puts forward the deployment model, function and responsibility of the project management office; the fifth part is the end language, summarizes the paper and puts forward the future research. The direction of the evolution of the train of thought and suggestions are put forward.
