革命老区农场信息化及其民用空间网络数据资源协同策略研究

【摘要】:自2013年“家庭农场”概念被正式提出后,有关国有农场信息化试点工作也渐变地得到拓展,农业资源的有序开发及信息技术应用使得农场生产经营效率和信息化管理水平均得以提升,为实现农场的高产高效及生态平衡协调发展目标,为有效实施农业现代化发展进程中的关键举措,为实现精准脱贫也均奠定了有序的条件保障。研究表明,实现全面脱贫的关键在于对贫困地区尤其在于革命老区(Old Revolutionary Base Areas,ORBA)农业发展方式和生产经营组织再调整,利用新兴信息科学技术驱动革命老区农场信息化建设是发展的必然抉择。当前革命老区等贫困区域面临自然环境因素影响,其信息闭塞、交通不便、信息化基础设施建设相对滞后、信息孤岛问题凸显、城乡间“数字鸿沟”形成都将严重阻碍着ORBA农场信息化建设进程。因此,本文以数据资源协同、公共政策、协同管理等理论为基础,对ORBA农场信息化及其民用空间网络数据资源(Civil Spatial Network Data Resource,CNDR)协同策略进行深入探索和创新研究。本文首先对ORBA农场信息化的过程系统要素进行剖析,得出信息化驱动ORBA农场发展的影响因素。然后梳理和系统化分析科学问题,并研究构建民用空间网络一体化互联的网络服务体系,且在此网络环境下构建基于XML的CNDR协同体制、协同机制以及搭建基于CSCW的协同配置技术平台,将CNDR开发利用与其相关的管理层、战略层、操作层、技术层进行分层协同,以此实现ORBA农场信息化的CNDR整体协同。基于以上所有分析最终提出了ORBA农场信息化的CNDR协同策略,为实现ORBA农场信息化建设给予创新策略支撑。通过上述研究,本文纵观当前ORBA农业现代化发展所遇的瓶颈,分析相关发展基础和复杂关系等,本文的研究将能够为老区未来转变农业生产经营组织、农业生产经营模式、缩小城乡间“数字鸿沟”、振兴老区经济、打赢老区的脱贫攻坚战等项研究提供具有研究价值的智力支撑;也可为革命老区农场信息化及其民用空间网络数据资源协同策略的研究及科学凝炼,提供具有学术应用价值的决策信息支持和学术贡献。
[Abstract]:Since the formal introduction of the concept of "family farm" in 2013, the pilot work on the informatization of state-owned farms has also been gradually expanded. The orderly development of agricultural resources and the application of information technology have promoted the efficiency of farm production and management and the level of information management. In order to effectively implement the key measures in the process of agricultural modernization development, and to achieve accurate poverty eradication, it has also laid an orderly conditions. The research shows that the key to achieving total poverty eradication lies in readjusting the agricultural development mode and production and management organization in the poor areas, especially in the old Revolutionary Base areas of the revolution. It is an inevitable choice for development to use new information science and technology to drive the construction of farm information in the old revolutionary area. At present, poor areas such as the old revolutionary areas are facing the influence of natural environment factors, their information is blocked, transportation is inconvenient, the information infrastructure construction is relatively lagging behind, and the problem of information isolated islands is prominent. The formation of "digital divide" between urban and rural areas will seriously hinder the process of information construction of ORBA farms. Therefore, based on the theories of data resource collaboration, public policy and cooperative management, this paper makes a deep exploration and innovation research on the information technology of ORBA farm and the cooperative strategy of Civil Spatial Network Data Resource in Civil Space Network. In this paper, the process system elements of ORBA farm informatization are analyzed firstly, and the influencing factors of informatization driving the development of ORBA farm are obtained. Then combing and systematizing the scientific problems, and studying the construction of the civil space network integrated network service system, and in this network environment based on the CNDR collaborative system based on XML, The cooperative mechanism and the technology platform of cooperative configuration based on CSCW are built. The CNDR is developed and utilized by the management layer, strategy layer, operation layer and technical layer to realize the overall cooperation of CNDR in the ORBA farm information system. Based on all the above analysis, the paper finally puts forward the CNDR cooperative strategy of ORBA farm informatization, which provides the innovative strategy support for realizing the ORBA farm informatization construction. Through the above research, this paper makes a general survey of the bottlenecks encountered in the development of agricultural modernization in ORBA, analyzes the related development basis and complex relations, and so on. The research in this paper will be able to change the agricultural production and management organization and the agricultural production and management mode for the future of the old areas. To reduce the "digital divide" between urban and rural areas, to revitalize the economy of the old areas, to win the fight against poverty in the old areas, and to provide intellectual support with research value; It can also provide decision information support and academic contribution with academic application value for the research and scientific condensation of cooperative strategy of farm information and data resources of civil space network in the old revolutionary area.
