湖北邮政综合服务平台的战略分析

【摘要】:随着改革开放的不断深入,我国快递物流市场发生着急剧的变化。面对全新的市场环境,中国邮政集团公司制定了“打造邮政综合服务平台”的战略规划,以供应链物流为发展方向,以城市、农村双向商品流通为主要目标市场,努力转型成为提供一揽子物流解决方案的综合服务商。本文以湖北邮政综合服务平台作为研究对象,从环境分析与战略定位、关键资源与能力分析、战略实施与绩效评价等三个方面对湖北邮政实施综合服务平台战略的可行性进行了评估。文章认为湖北农村物流发展的潜力很大。湖北邮政综合服务平台的发展得益于外部政策红利支持和该企业所处的极佳发展趋势,内部则拥有国家政策、品牌网络、软硬件水平等优势;同时也存在着农村基础设施相对落后、网络运作能力不强、管理体制不畅、农资专营、民企外企的深入等劣势与威胁。湖北邮政公司要将其战略定位在关注农户、农产品生产企业,通过优化管理降低客户成本带来收益、整合服务为客户增值而实现收益;通过占有专有资源实现服务的高门槛、优化网络和品牌实现规模化经营、整合业务资源为客户提供多样化的增值服务;通过标准化服务锁定零售客户、为小规模客户提供低成本解决方案、通过广泛覆盖各层级顾客实现客户关系的建立。本文还提出了实现湖北邮政综合服务平台战略的保障措施,包括了加强农村邮政基础设施建设、升级改造邮政网络满足市场需求、继续健全服务体系、做好市场定位和确立市场目标、争取国家政策红利、加强人力资源建设等。
[Abstract]:With the deepening of reform and opening up, China's express logistics market has undergone rapid changes. Facing the new market environment, the China Post Group Company has formulated the strategic plan of "creating a comprehensive postal service platform", taking the supply chain logistics as the development direction, and taking the two-way circulation of commodities in cities and villages as the main target market. Strive to transform into an integrated service provider providing a package of logistics solutions. This paper takes Hubei Post Integrated Service platform as the research object, from the environmental analysis and strategic positioning, key resources and capacity analysis, This paper evaluates the feasibility of Hubei Post's implementation of integrated service platform strategy from three aspects: strategic implementation and performance evaluation. The article thinks Hubei rural logistics development potential is very big. The development of Hubei Post Integrated Service platform benefits from the support of external policy dividend and the excellent development trend of the enterprise, and the internal advantages of national policy, brand network, software and hardware level, etc. At the same time, there are disadvantages and threats such as the relative backwardness of rural infrastructure, the weak network operation ability, the unobstructed management system, the monopoly of agricultural resources, the deepening of foreign enterprises of private enterprises, and so on. Hubei Post Company should focus its strategic position on farmers, agricultural production enterprises, reduce customer cost by optimizing management to bring benefits, integrate services for customer appreciation and realize benefits; realize the high threshold of services through possession of proprietary resources. Optimize the network and brand to achieve large-scale operation, integrate business resources to provide diversified value-added services for customers; through standardized services to lock in retail customers, provide small customers with low-cost solutions, Customer relationships are established through extensive coverage of customers at all levels. This paper also puts forward the safeguard measures to realize the strategy of Hubei Post Integrated Service platform, including strengthening the rural postal infrastructure construction, upgrading and transforming the postal network to meet the market demand, and continuing to improve the service system. Make the market position and establish the market target, strive for the national policy dividend, strengthen the construction of human resources, etc.
