【摘要】：信息时代纷至沓来，移动互联网正以惊人的速度、深度和广度全面渗透到每个领域。无处不在的无线网络、无所不用的内容应用、无所不能的无线城市移动潜移默化地改变着生活，引领人们迈入更加美好的信息时代。工信部对移动通信行业运营的监管始终坚持打造“内顺外和”的和谐运营，带着勇于进取的潜力和无怨无悔的忠诚投入到移动通信行业可持续的发展中。积极搭建移动通信行业企业间共同成长的平台，创造和谐的市场环境。深入开展创先争优活动，营造团结一致谋发展的氛围。全体移动通信行业齐心协力、深入践行“移动改变生活”的愿景，围绕移动通信的伟业事业务实求进、创新求变，积极赢取移争为建设动通信行业跨越式发展，力争为建设“数字城市”，构建和谐信息社会做出更多贡献。本文将从我国电信资费管制、3G牌照发放、码号资源管理、互联互通监管、电信普遍服务等五大方面入手，重点分析监管政策的核心内容，及其对移动通信市场的影响。在此基础上，运用公共政策、公共管理和社会调查等相关理论，分析优化政府部门对通信运营监管的可操作性建议。精简流程，建立有效的信息沟通渠道，杜绝基层管理层级较多而带来的基层沟通效率降低，实施运营监管优化，构建卓越的运营监管体系，满足客户需求，，保障通信运营的和谐稳定发展。
[Abstract]:With the advent of the information age, the mobile Internet is permeating every field at an astonishing speed, depth and breadth. Ubiquitous wireless network, no content applications, omnipotent wireless city mobile change life, leading people into a better information age. The Ministry of Industry and Information Technology has always maintained the harmonious operation of "internal and external harmony", and has committed itself to the sustainable development of the mobile communication industry with the potential of enterprising courage and unrepentant loyalty. Actively build a platform for mobile communication industry enterprises to grow together to create a harmonious market environment. Deeply develop the campaign for excellence and create an atmosphere of unity and development. All the mobile communication industry make concerted efforts to carry out the vision of "mobile changing life" in depth, and strive for pragmatic progress, innovation and change around the great cause of mobile communication, and actively win the competition for the leap-forward development of the mobile communication industry. Strive to build a "digital city", building a harmonious information society to make more contributions. This paper analyzes the core content of the supervision policy and its influence on the mobile communication market from five aspects: 3G license issuance, code number resource management, interconnection supervision, telecom universal service and so on. On this basis, using the relevant theories of public policy, public administration and social investigation, the paper analyzes the operable suggestions of optimizing government departments' supervision of communication operation. Streamline the process, establish effective information communication channels, put an end to the lower grass-roots communication efficiency caused by more grass-roots management levels, implement operational supervision optimization, build an excellent operation supervision system to meet the needs of customers. Ensure the harmonious and stable development of communication operation.
