电信运营商政企客户行业应用项目范围管理研究

【摘要】：目前,电信运营商与应用提供商合作为政府、企业等提供辅助企业经营运作的移动应用已成为新的发展趋势。移动应用项目的范围管理贯穿整个项目运作的始终,关系到整个项目计划、组织、实施和后期改善的效果。本论文试图通过对政企渠道移动应用项目范围管理的流程和生成因素来研究范围管理流程及监控措施,在政企渠道移动应用项目全生命周期里对项目范围进行有效的管理,以便相关单位能够更加有效地进行需求收集、范围定义和分解、控制范围变更、减少范围变更,确保政企渠道移动应用项目不仅能顺利地按目标完成,还能有效的进行后期的流程变更与升级。本文在对项目范围管理理论及相关文献的研究基础上,总结出解决需求分析及范围变更的一套方法,建立了以需求收集和范围控制为核心的项目范围管理系统。该系统由范围规划(包含需求收集子系统)、范围核实系统、范围控制系统组成。本文还将系统理论应用于公司的政企客户移动行业应用项目实践中。对于政企移动应用项目范围管理的结论有如下几点：需求收集和需求分析是政企移动应用项目的范围管理乃至整个项目管理的基础,在这两个环节中应借助有效的科学工具；快速原型法作为高效的范围控制方法,应被重点利用到需求分析过程中；范围控制以需求跟踪为核心,必须严格制度化、流程化,严守底线；一个政企移动应用项目的范围管理资产可延伸运用到相似或相近项目上去。
[Abstract]:At present, it has become a new development trend for telecom operators to cooperate with application providers to provide government, enterprises and other mobile applications that can assist enterprises to operate and operate. The scope management of mobile application projects throughout the whole project operation is related to the overall project planning, organization, implementation and later improvement results. This paper attempts to study the scope management process and monitoring measures through the process and generation factors of the scope management of the government and enterprise channel mobile application project, and effectively manage the project scope in the whole life cycle of the government and enterprise channel mobile application project. So that relevant units can more effectively carry out demand collection, scope definition and decomposition, control scope changes, reduce scope changes, and ensure that government and enterprise channel mobile application projects can not only be completed smoothly according to the target, Also can effectively carry out the late process changes and upgrades. Based on the research of project scope management theory and related literature, this paper summarizes a set of methods to solve requirement analysis and scope change, and establishes a project scope management system with requirement collection and scope control as the core. The system consists of scope planning (including requirement collection subsystem, range verification system and scope control system). This paper also applies the system theory to the application project of government-enterprise customer mobile industry. The conclusions of scope management of government enterprise mobile application project are as follows: demand collection and requirement analysis are the basis of scope management and even the whole project management of government enterprise mobile application project. In these two links, effective scientific tools should be used; As an efficient range control method, the rapid prototyping method should be used in the process of requirement analysis, and the scope control should be strictly institutionalized, flow and keep the bottom line strictly. The scope management assets of a government-enterprise mobile application project can be extended to similar or similar projects.
