政府业务整合水平对电子政务服务能力的影响

【摘要】：整合是以统一而有效的方式跨组织和信息系统,转移和应用信息的能力。整合的意义在于消减成本,创造整体效应。政府业务整合主要包括政务信息资源整合和电子政务服务业务流整合。基于电子政务服务能力测评模型和政府业务整合水平测评模型,提出假设,构建结构方程模型,研究政府业务整合水平对电子政务服务能力的影响。结果表明,业务纵向整合水平对电子政务服务传递能力、内容服务能力和动态服务能力具有直接、正向影响。相比而言,当前政府业务横向整合还不足。
[Abstract]:Integration is the ability to transfer and apply information across organizations and information systems in a unified and effective manner. The significance of integration lies in cutting costs and creating overall effects. The integration of government business mainly includes the integration of government information resources and the integration of e-government service business flow. Based on the evaluation model of e-government service capability and the level of government service integration, this paper puts forward the hypothesis, constructs the structural equation model, and studies the influence of the level of government business integration on e-government service ability. The results show that the vertical integration level has a direct and positive impact on e-government service delivery capability, content service ability and dynamic service capability. In contrast, the current horizontal integration of government business is insufficient.
