中外智慧城市建设模式比较研究

【摘要】：如今全世界经济增长迅速,城市建设过程中所面临的问题越来越多,如何去克服这些城市建设过程中存在的问题,是目前诸多城市都要去面对的。智慧城市建设已经成为一个大的发展趋势,它在我国各地政府的“十二五”规划中都被列为重要内容。寻找到适合我国特色的智慧城市建设模式,是当务之急。我国是发展中国家,城市发展阶段分布不均衡,在选择智慧城市建设模式时,需要考虑多方面因素。从不同角度出发,选择适合自己城市的发展模式,多方融合,达到最好的建设效果。根据自身短板进行智慧城市建设模式的改进,充分的调动企业及公众的参与度,政府主导投资,创新政府管理模式,提高企业的创新能力。而今,智慧城市在我国处在刚刚起跑的状态,城市信息化、物联网等的建设也处于结构转型的重要阶段,从以前的信息技术应用转向了现在的信息资源开发利用。本文采用文献分析法、比较分析法及理论联系实际等方法,选取国内外智慧城市建设较为典型的国家进行案例对比分析,总结分析出了国外常见的五种智慧城市建设模式。通过对国内外建设模式进行对比,对我国智慧城市的建设模式提出具体建议。
[Abstract]:Nowadays, with the rapid economic growth in the world, there are more and more problems in the process of urban construction. How to overcome the problems in the process of urban construction is what many cities have to face at present. The construction of Wisdom City has become a big development trend, which is listed as an important content in the 12th Five-Year Plan of the governments of our country. It is an urgent task to find a mode of building a smart city with Chinese characteristics. China is a developing country, and the distribution of urban development stage is not balanced, so many factors should be taken into account when choosing the construction mode of intelligent city. From different points of view, choose the development model suitable for their own city, multi-party integration, to achieve the best construction effect. According to its own short board to improve the mode of intelligent city construction, fully mobilize the participation of enterprises and the public, government led investment, innovation of government management model, improve the innovation ability of enterprises. Now, the intelligent city is in the state of just starting in our country, the construction of city information, Internet of things and so on is also in the important stage of structural transformation, from the previous application of information technology to the development and utilization of information resources. This paper adopts the methods of literature analysis, comparative analysis and combination of theory and practice to compare and analyze the typical countries in the construction of intelligent cities at home and abroad, and sums up and analyzes five common modes of construction of intelligent cities abroad. Based on the comparison of domestic and foreign construction modes, the author puts forward some concrete suggestions on the construction mode of intelligent city in China.
