湖南电信基站建设项目后评价指标体系研究

【摘要】:项目后评价,是项目全过程管理的重要环节,指的是在项目已完成并运行一段时间后,对项目建设目标、建设过程、效益、作用和影响进行系统性的、综合性的客观分析、总结和评价。通过项目后评价,可以确定项目建设的预期目标是否达到,规划是否合理有效,主要效益指标是否达成,总结经验教训,找出成败原因,通过信息反馈为后续投资决策管理水平提高提出建议,同时也对项目运营提出改进措施和建议,最终提高投资效益。由于后评价坚持独立、科学、公正、透明性,能较为客观、公正地评价项目成败的主客观原因,反映项目决策者、管理者和建设者的工作业绩,所以得到越来越多应用。我国通信运营企业项目后评价起步较晚,在过去往往侧重于前评价而忽略后评价,相应的评价指标体系建立不完善。 基站建设项目通常具有投资大、全程全网、收入分摊难等特点,所以一直是通信企业项目后评价的难点。本文首先对国内通信项目后评价的应用情况进行研究,总结出存在的问题,结合实际工程经验分析了湖南电信基站建设项目的特点及后评价工作开展情况,进而提出了基站建设项目后评价的指标体系及综合评价方法,提出了包括项目目标评价、实施情况评价、效益评价、可持续评价、影响度评价在内的基站建设项目后评价指标体系。并针对湖南某基站建设项目案例进行了实证研究,,对项目实施提出后续改善建议。 全文通过分析研究,提出通信基站项目后评价的指标体系,为后评价工作开展提供了理论指导及参考,从而为湖南电信基站建设项目的精细化管理提供了实现基础。
[Abstract]:Post-project evaluation is an important link in the management of the whole process of the project. It refers to a systematic, comprehensive and objective analysis of the project's construction objectives, construction process, benefits, functions and impacts after the project has been completed and run for a period of time. Summary and evaluation Through the post-project evaluation, we can determine whether the expected objectives of the project construction have been achieved, whether the planning is reasonable and effective, whether the main benefit indicators have been achieved, summarize the experience and lessons learned, and find out the reasons for success or failure. Through information feedback, suggestions are put forward to improve the level of investment decision management, and at the same time, improvement measures and suggestions on project operation are put forward to improve the investment efficiency. Because the post evaluation adheres to independence, science, fairness and transparency, it can objectively and impartially evaluate the subjective and objective reasons for the success or failure of the project, and reflects the work performance of the decision makers, managers and builders of the project, so it has been applied more and more. The post-evaluation of communication operation enterprises in China started late, and in the past, it often focused on the pre-evaluation and ignored the post-evaluation, and the corresponding evaluation index system was not perfect. The base station construction project usually has the characteristics of large investment, whole network and difficult income allocation, so it is always the difficulty of post evaluation of communication enterprise project. Firstly, this paper studies the application of post evaluation of communication projects in China, summarizes the existing problems, and analyzes the characteristics of the base station construction project of Hunan Telecom and the development of post evaluation based on the practical engineering experience. Then, the index system and comprehensive evaluation method of post evaluation of base station construction project are put forward, including project objective evaluation, implementation evaluation, benefit evaluation, sustainable evaluation, etc. The post-evaluation index system of base station construction project including impact degree evaluation. A case study of a base station construction project in Hunan Province is carried out, and suggestions for further improvement are put forward. Through the analysis and research, the paper puts forward the index system of post evaluation of communication base station project, which provides theoretical guidance and reference for the post evaluation work, thus provides the realization foundation for the fine management of Hunan telecom base station construction project.
