革命老区互联网服务业创新驱动及其信息扶贫政策周期研究

【摘要】：革命老区(中国革命老根据地)作为扶贫攻坚的主战场,广泛分布于全国各大区域。在不断加大“互联网+”扶贫力度的大背景下,加强革命老区互联网服务业(The Old Revolutionary Areas Information Services,ORAIS)信息扶贫是提高国民经济发展水平、缩小城乡数字鸿沟的关键,也是我国“打赢脱贫攻坚战”,实现全面建成小康社会的助推器。一直以来,国家高度重视革命老区信息化建设事业及农村边远山区互联网创新发展,党的十八大报告也强调指出要“采取对口支援等多种形式,加强对革命老区、民族地区、边疆地区、贫困地区扶持力度”。由此可见,革命老区的互联网创新发展和信息化建设已成为极其重要的扶贫战略选择。因此,加强互联网信息服务业务在革命老区的发展以及在信息扶贫过程中形成更加稳定的政策周期,将有助于信息扶贫政策在革命老区的有效实施,也将为“老少边穷”区域的全面发展带来新的源泉和动力。本文综合运用信息贫困、信息扶贫以及政策周期的基础理论,创新提出了“革命老区互联网服务业创新驱动及其信息扶贫政策周期”这一研究主题。论文围绕研究主题,首先从信息扶贫中“革命老区”对“互联网信息服务业”的有效需求出发,分析革命老区互联网信息服务业信息扶贫的发展现状。其次,由资源要素驱动为主、投资规模驱动为主向创新驱动转变为主的角度,引出互联网服务业如何在革命老区实现创新驱动发展和老区创新驱动的科技支撑。基于前文对“革命老区互联网服务业信息扶贫的发展现状”和“革命老区互联网服务业创新驱动”的研究,结合公共政策学和老区信息贫困的实际情况,深入分析革命老区信息扶贫政策周期的作用机理和解决革命老区信息扶贫的发展对策。本文研究在于渐变地丰富区域管理与公共政策的研究方向,在于对填补“革命老区信息扶贫的政策周期研究空白”的积极探索。这一科学问题的研究把互联网服务业、政策周期理论和革命老区信息扶贫的实际问题结合起来,为切实解决革命老区信息贫困问题提供理论参考和现实指导。
[Abstract]:The old revolutionary areas (the old revolutionary base areas of China), as the main battlefield of poverty alleviation, are widely distributed in all regions of the country. Under the background of increasing the poverty alleviation of the "Internet", strengthening the information poverty alleviation of the Old Areas Information Services is the key to raising the level of national economic development and narrowing the digital divide between urban and rural areas. It is also the booster for our country to win the battle against poverty and to build a well-off society in an all-round way. All along, the state has attached great importance to the cause of information construction in the old revolutionary areas and to the innovative development of the Internet in the rural, remote and mountainous areas. The report of the 18th National Congress of the Party also emphasized the need to "strengthen the provision of support to the old revolutionary areas and ethnic minority areas by taking various forms such as counterpart support." Border areas, poor areas, support efforts. Thus, Internet innovation and information construction in the old revolutionary areas has become an extremely important strategic choice for poverty alleviation. Therefore, strengthening the development of Internet information services in the old revolutionary areas and forming a more stable policy cycle in the process of information poverty alleviation will contribute to the effective implementation of the information poverty alleviation policy in the old revolutionary areas. It will also bring new source and impetus to the overall development of the "old and poor" region. Based on the basic theories of information poverty, information poverty alleviation and policy cycle, this paper puts forward the research theme of "Innovation Drive and Information Poverty Alleviation Policy cycle of Internet Service Industry in Old Revolutionary areas". The thesis revolves around the research theme, starts from the effective demand of "the old revolutionary area" for "Internet information service" in the information poverty alleviation, analyzes the present situation of the development of the information poverty alleviation of the Internet information service in the old revolutionary area. Secondly, from the perspective of resource factor driven and investment scale driven to innovation-driven, it leads to how to realize innovation-driven development in the old revolutionary areas and the technological support of innovation-driven in the old areas. Based on the previous research on "the present situation of Information Poverty Alleviation in the Internet Service Industry in the Old Revolutionary areas" and "the Innovation Drive of the Internet Service Industry in the Old Revolutionary areas", combined with the public policy theory and the actual situation of information poverty in the old areas, This paper deeply analyzes the mechanism of the policy cycle of information poverty alleviation in the old revolutionary areas and the development countermeasures to solve the problem of information poverty alleviation in the old revolutionary areas. The research of this paper is to enrich the research direction of regional management and public policy gradually, and to explore actively to fill the research gap of "policy cycle of information poverty alleviation in the old revolutionary areas". The research of this scientific problem combines the theory of Internet service industry policy cycle with the practical problem of information poverty alleviation in the old revolutionary areas and provides theoretical reference and practical guidance for solving the problem of information poverty in the old revolutionary areas.
