信息安全保险建设研究

【摘要】：随着计算机网络技术的迅速普及，我国信息化建设的发展逐步深化，信息资源的价值也日益得到彰显。然而，与此同时，信息安全问题也逐渐受到人们的广泛关注。如何保证信息资源的安全、完整、有序管理，进而保证信息经济时代、知识经济时代角逐中的竞争优势，成为越来越多的政府、企业、组织日益重视的焦点。在以往的信息安全防护中，，管理者更多的是对信息安全技术手段和信息安全管理手段的注重，然而，即使是最先进的技术手段和最严密的管理措施，也无法保证信息安全的绝对安全，为探讨弥补信息安全技术和管理漏洞的保障方式，本文提出了信息安全保险这一具有经济补偿作用的深度保障方式，分别从信息安全实施的必要性、可行性、存在问题和解决措施等几个方面做了分析和阐述，并指出信息安全体系的建设应涵盖“技术手段、管理手段和保险手段”三方面的内容。本文通过使用文献研究和案例分析的方法，对已有的研究成果和发展情况做了进一步了解和分析，进而探讨我国发展信息安全保险的相关问题。第一章为本文的绪论，主要分析了文章的研究背景、研究意义、国内外发展现状以及文章主要结构和内容；第二章介绍了信息安全以及信息安全保险的基本概念，对于这一新型保险产品做出相应界定；第三章从四个方面探讨了信息安全保险在我国发展的必要性；第四章分别从市场投资环境、市场需求环境、市场竞争环境、保险市场回报率等四个方面分析了信息安全保险在我国发展的可行性；第五章提出了发展信息安全保险需要解决的几点问题；第六章针对信息安全保险发展过程中存在的问题，分别从政府、保险公司、信息机构角度提出了发展建议；最后是文章的结语部分。
[Abstract]:With the rapid popularization of computer network technology, the development of information construction in our country is gradually deepening, and the value of information resources is becoming more and more obvious. However, at the same time, the problem of information security has gradually been widely concerned. How to ensure the security, integrity and orderly management of information resources, and then ensure the competitive advantage in the era of information economy and knowledge economy, has become the focus of more and more governments, enterprises and organizations. In the past information security protection, managers pay more attention to information security technology and information security management means, however, even the most advanced technology means and the most stringent management measures, It is impossible to guarantee the absolute security of information security. In order to discuss how to make up for the security technology of information security and the guarantee mode of management loophole, this paper puts forward the information security insurance, which has the function of economic compensation. This paper analyzes and expounds the necessity, feasibility, existing problems and solving measures of the implementation of information security, and points out that the construction of information security system should cover "technical means". Management means and insurance means "three aspects of the content." By using the methods of literature research and case analysis, this paper makes a further understanding and analysis of the existing research results and development situation, and then probes into the related problems of the development of information security insurance in China. The first chapter is the introduction of this paper, mainly analyzes the research background, research significance, development status at home and abroad, as well as the main structure and content of the article. Chapter two introduces the basic concepts of information security and information security insurance.
