上海市“十三五”规划基本思路研究

【摘要】：综合考察国内外发展环境、国家战略要求和上海的发展阶段,上海"十三五"时期发展总体目标应是:到2020年,基本建成与我国经济实力和国际地位相适应、具有全球资源配置能力的国际经济、金融、贸易、航运中心和社会主义现代化国际大都市;建设具有全球影响力的科技创新中心取得重大进展;基本建成具有较强文化软实力的国际文化大都市;基本形成比较完善的市场化、国际化、法治化营商环境;全面建成具有较高水平的小康社会。
[Abstract]:By the comprehensive investigation of the development environment at home and abroad, the national strategic requirements and the development stage of Shanghai, the overall goal of Shanghai's development in the 13th Five-Year Plan period should be as follows: by 2020. To build the international economy, finance, trade, shipping center and socialist modern international metropolis with the ability of global resource allocation in line with China's economic strength and international status; Significant progress has been made in the construction of science, technology and innovation centres with global impact; To build an international cultural metropolis with strong cultural soft power; The basic formation of a relatively perfect market-oriented, international, legal business environment; Build a relatively high level of well-off society in an all-round way.
