长株潭产业集群创新系统发育及其绩效研究

【摘要】：产业集群创新系统是由不同创新主体通过各种方式集合在一起的。在长株潭产业集群生长发育过程中,政府、企业、科研院所等创新主体之间的关系发生了重大变化,呈现出全纳型、交错型和链接型三种图形,其中一些重大历史事件对之产生过深刻影响。目前,长株潭产业集群创新系统中的各个层次创新网络已得到不同程度的发展,同时也存在一些不足。数据包络分析结果显示,长株潭产业集群创新能力已达到帕累托有效状态,除了个别企业外,三个中心城市、不同行业、不同所有制形式、不同集群类型的企业之间,都没有显著差异。综合效率没有达到帕累托有效状态的少数企业,规模偏小但又相差悬殊,其研发人员占比处于13.64%-24.89%,高于全省平均水平,说明其中存在深层次原因。
[Abstract]:The innovation system of industrial clusters is assembled by different innovation subjects in various ways. During the growth and development of industrial clusters in Changsha-Zhuzhou-Xiangtan, the relationship among innovation subjects such as government, enterprises, scientific research institutes and so on has undergone great changes. There are three types of graphics, including inclusive, interlaced and linked, and some of the major historical events have had a profound impact on them. At present, the innovation networks at various levels in the innovation system of Changsha-Zhuzhou-Xiangtan industrial cluster have been developed to varying degrees. At the same time, there are some shortcomings. The result of data envelopment analysis shows that the innovation ability of Chang-Zhuzhou-Xiangtan industrial cluster has reached Pareto effective state, except for individual enterprises, three central cities, different industries, different forms of ownership, There was no significant difference among the enterprises of different cluster types. A few enterprises whose comprehensive efficiency did not reach Pareto efficiency had a small scale but a great difference. The proportion of R & D personnel was 13.64 -24.89, which was higher than the average level of the whole province. It shows that there are deep reasons.
