青岛开发区人力资源开发与区域经济增长关系的实证研究

【摘要】:人力资源是当前经济生产过程中最活跃、最积极、最富有创造性的因素,在多种资源几近枯竭、环境危机日益加剧、经济渐趋增长极限之际,知识经济时代要求人类未来发展方向必须由依靠自然资源开发为主转向人力资源开发为主,人力资源的开发和利用已经成为区域经济增长的核心问题。通过分析青岛开发区的人力资源开发的实际情况,以人力资源理论和经济增长理论为指导,对青岛开发区人力资源、经济增长现状进行总结,以青岛开发区经济增长的近十年具体数据为依托,建立经济模型进行实证分析,研究了人力资源开发要素对地区经济增长的影响。其中从人力资源数量、素质,三大产业从业人数以及外部人力资源流入三个方面入手,对人力资源与青岛开发区经济增长进行了实证研究,结果表明:第一,人力资源数量及素质影响方面:选取了青岛开发区国内生产总值与专业技术人员数、各类在校学生数、全区职工人数、教育科技费用投资等多个指标,,并以此建立多元回归方程,以找到人力资源开发要素对经济增长影响的主要作用。通过实证分析,得出教育科技费用投资是人力资源开发中促进青岛开发区地区经济增长的重要因素,专业技术人员数量次之。第二,三大产业从业人数影响方面:对于人力资源与区域经济增长,第三产业从业人员数对国内生产总值的影响最显著,第二产业从业人员数次之,青岛开发区当前应加快第一产业人员向第二、第三产业转移。第三,外部人力资源流入方面:青岛开发区国内生产总值与社会新流入中专毕业生数关系是显著的,若是区域外相同素质的人力资源能流入区域内显然对青岛开发区经济增长是有利的。通过实证分析得到的结果,探究青岛开发区通过人力资源开发对于促进经济增长所带来的显著效应。文章再充分结合区域经济学,人力资源开发理论以及技术性方法的运用,对问题进行综合分析,在此基础上探究促进地区经济增长的途径,并在文章中从多方面、多角度提出具体的有针对性的政策建议以期对青岛开发区的人力资源合理开发提供帮助,这对地区经济增长也具有一定的现实意义。综上所述,文章在行文过程中既实现了从总体上把握,又在细节上深入分析。
[Abstract]:Human resources are the most active, active and creative factors in the current economic production process. In the era of knowledge economy, the direction of human development in the future must be changed from relying on the development of natural resources to the development of human resources. The development and utilization of human resources has become the core problem of regional economic growth. By analyzing the actual situation of human resources development in Qingdao Development Zone, and guided by the theory of human resources and economic growth, the paper gives an analysis of the human resources of Qingdao Development Zone. The current situation of economic growth is summarized. Based on the specific data of Qingdao Development Zone in the past ten years, an economic model is established for empirical analysis. This paper studies the influence of human resource development factors on regional economic growth, including the quantity of human resources, the quality of human resources, the number of employees in three industries and the inflow of external human resources. An empirical study on human resources and economic growth in Qingdao Development Zone is conducted. The results show that: first, the number of human resources and the impact of quality: the gross domestic product of Qingdao Development Zone, the number of professional and technical personnel, the number of students in various schools, In order to find out the main effect of the factors of human resource development on economic growth, this paper establishes the multiple regression equation, such as the number of staff in the whole region, the investment of education and science and technology, and so on. It is concluded that investment in educational science and technology expenditure is an important factor in promoting economic growth in Qingdao Development Zone in the development of human resources, followed by the number of professional and technical personnel. Second, In terms of the number of employees in three major industries, the number of employees in the tertiary industry has the most significant impact on the GDP for human resources and regional economic growth, and the number of employees in the secondary industry has a number of impacts on GDP. At present, Qingdao Development Zone should speed up the transfer of primary industry personnel to the second and third industries. Third, the external human resources inflow: the relationship between the gross domestic product of Qingdao Development Zone and the number of new social inflow secondary school graduates is significant. If human resources of the same quality outside the region can flow into the region, it is obviously beneficial to the economic growth of Qingdao Development Zone. This paper probes into the remarkable effect of human resource development in Qingdao Development Zone on promoting economic growth. The paper also fully combines the application of regional economics, human resource development theory and technical methods to analyze the problems comprehensively. On this basis, this paper explores the ways to promote regional economic growth, and puts forward specific and targeted policy recommendations from many aspects and angles in order to provide help for the rational development of human resources in Qingdao Development Zone. To sum up, in the process of writing, the article not only realized the overall grasp, but also in-depth analysis in detail.
