【摘要】：随着我国经济持续快速增长,能源供应不足与生态环境容量下降的矛盾日益突出,我国工业传统的高消耗增长方式，使原材料大量消耗、污染物肆意排放，这必然会导致环境污染、生态破坏等问题。发展循环经济对于从根本上实现产业转型、实现节能减排、建设生态工业等都具有重要意义。循环经济发展要取得实效，必须是可操作、可量化、可考核的，如何才能达到这一要求，进而更好地总结循环经济运行模式，探索循环经济发展规律，开展循环经济评价是一条科学而重要的途径。本文研究的主要内容及结论如下：第一，对国内外的理论研究和实践发展进行了梳理和概括，在总结前人研究的基础上，提出了区域循环经济的内涵、特点、原则等理论基础，在遵循循环经济基本原则的基础上构建了包含资源减量化和再利用、经济发展、生态环境质量、社会民生四个方面的省域循环经济评价指标体系。第二，选取我国31个省、自治区、直辖市的数据资料为样本，利用主成分分析法从资源减量化和再利用、经济发展、生态环境质量、社会民生四个方面分别对其进行了实证分析，得出各个方面的得分排名，最后通过层次分析法将四个方面综合加权得到各省域的总得分和排名，并将其分为循环经济发展水平高、较高、居中、较差、差5类地区。第三，，根据指标体系的建立和实证分析的结果找出了我国省域循环经济发展中存在的问题，并针对性地从法律法规、产业转型、环保投入、技术支撑、宣传教育等方面提出发展循环经济的对策和建议，为我国循环经济的发展提供一定的理论参考。
[Abstract]:With the sustained and rapid economic growth of our country, the contradiction between the shortage of energy supply and the decline of ecological environment capacity is becoming increasingly prominent. This will inevitably lead to problems such as environmental pollution and ecological destruction. The development of circular economy is of great significance for the fundamental realization of industrial transformation, the realization of energy saving and emission reduction, and the construction of ecological industry. It must be operable, quantifiable and examinable. How can we meet this requirement, and then better summarize the circulation economy operation mode and explore the law of circular economy development? The evaluation of circular economy is a scientific and important way. The main contents and conclusions of this paper are as follows:. First, the theoretical research and practical development at home and abroad are summarized and summarized. On the basis of previous studies, the connotation, characteristics, principles and other theoretical bases of regional circular economy are put forward. On the basis of following the basic principles of circular economy, the evaluation index system of provincial circular economy is constructed, which includes four aspects: resource reduction and reuse, economic development, ecological environment quality, and social and people's livelihood. Second, selecting the data from 31 provinces, autonomous regions and municipalities directly under the Central Government as samples, using principal component analysis to reduce and reuse resources, economic development, and ecological environment quality. The four aspects of social and people's livelihood have carried on the empirical analysis to it separately, obtained each aspect score rank, finally through the analytic hierarchy process synthetically weights the four aspects to obtain the province domain total score and the rank, It is divided into five areas: high level of circular economy, high level, middle, poor and poor. Thirdly, according to the establishment of index system and the results of empirical analysis, we find out the problems existing in the development of circular economy in our province, and from the laws and regulations, industrial transformation, environmental protection investment, technical support, targeted from the laws and regulations, industrial transformation, environmental protection investment, technical support, The countermeasures and suggestions for the development of circular economy are put forward in the aspects of propaganda and education, which provide a certain theoretical reference for the development of circular economy in China.
