关于有效控制我国贫富差距扩大的思考

【摘要】：在经济转型时期的中国，新出现的贫富差距和旧有的平均主义现象交织在一起，工农之间、城乡之间的差别交织在一起，也和各种腐败现象、政府行为失范现象交织在一起，因此导致了许多前所未遇的社会问题。我国学术界对于贫富差距扩大十分关注，也取得了比较大的理论成果。但目前却面临着一个很尴尬的问题，理论成果突出，实践操作滞后。我国目前的贫富差距仍然在扩大。对于这个问题，希望本文不仅能在理论上有所突破，而且其中提出的观点和相关措施能在实践中发挥作用。本文由四个部分构成，第一部分叙述了当前我国贫富差距的现状及其影响，第二部分从理论、制度以及不正当致富风气等方面分析了贫富差距产生的原因；在原因分析中，分别从理论方面、体制方面和制度方面探究贫富差距扩大的理由；第三、四部分，针对当前贫富差距状况及其原因，提出了有效控制贫富差距扩大的相关措施。主要包括：针对因政策因素导致的地区之间的贫富差距不断扩大采取财政转移支付，地区对口支援的办法以达到缩小地区间差距的目的；针对城乡之间贫富差距提出通过加强小城镇建设，乡镇龙头企业推进城市化建设以城带乡缩小城乡贫富差距：城乡差距的扩大关键是农村收入增长幅度明显小于城市，所以加快农村、农业发展，完善农村融资环境；不管是城乡差距还是地区差距的扩大最终是表现在居民的收入差距上，所以针对个人收入差距的扩大通过完善第二次分配制度，，完善法制打击不合理收入，完善社保来进行调节。贫富差距的扩大化和显性化是当代中国社会不可回避的现实，贫富差距扩大的趋势如果不抑制，势必影响社会的稳定和社会主义优越性的发挥。本文也试图通过重点阐述如何应对贫富差距扩大来为国家调控贫富差距出谋划策。
[Abstract]:In China during the period of economic transformation, the emerging gap between the rich and the poor and the old equalitarianism are intertwined, the differences between workers and peasants and between urban and rural areas are intertwined, and are also intertwined with various kinds of corruption and government misconduct. As a result, many social problems have never been encountered before. Chinese academic circles pay close attention to the widening gap between rich and poor, and have made great achievements in theory. At present, however, it faces an awkward problem, with outstanding theoretical results and lagged practice. The gap between the rich and the poor is still widening. It is hoped that this paper can not only make a breakthrough in theory, but also put forward views and relevant measures to play a role in practice. This paper is composed of four parts. The first part describes the current situation and influence of the gap between the rich and the poor in China. The second part analyzes the causes of the gap from the aspects of theory, system and the trend of becoming rich unjustly. The third and fourth parts, aiming at the current situation of the gap between the rich and the poor and its reasons, put forward some effective measures to control the widening of the gap between the rich and the poor. It mainly includes: aiming at the widening of the gap between the rich and the poor caused by the policy factors, the financial transfer payment should be adopted, and the method of regional counterpart support should be adopted to narrow the gap between the regions; In view of the gap between the rich and the poor between urban and rural areas, it is proposed that by strengthening the construction of small towns, leading township enterprises should promote urbanization and narrow the gap between urban and rural areas. Therefore, to accelerate the development of rural areas, agriculture and improve the rural financing environment; whether the gap between urban and rural areas or the regional gap is ultimately manifested in the income gap of residents, so the expansion of the personal income gap through the improvement of the second distribution system, Improve the legal system to crack down on unreasonable income, improve social security to regulate. The widening and dominance of the gap between the rich and the poor is an unavoidable reality in contemporary Chinese society. If the widening trend of the gap between the rich and the poor is not suppressed, it will inevitably affect the stability of the society and the exertion of the superiority of socialism. This paper also tries to explain how to deal with the widening of the gap between rich and poor in order to help the country to regulate the gap between rich and poor.
