土地要素对四川省经济增长作用分析

【摘要】：为了对经济过热进行有效控制，我国政府自2003年起开始把土地政策纳入宏观调控之列，尝试通过控制建设用地总量达到抑制投资增幅的目的，土地要素在我国经济发展中的地位由此可见一斑。四川省作为国家实施西部大开发的重点战略地区，其经济发展情况直接影响着整个国家的格局。那么，四川省的土地利用究竟处于什么样的状况？其在全省经济增长中到底扮演着怎样的角色？现有土地利用布局对全省五大经济区的发展有着怎样的影响？这些疑问都亟待解答。本文正是遵循以上现实性及必要性，力求通过研究土地要素在四川省经济增长中的作用程度，揭示全省土地利用中存在的各种矛盾，探讨建设用地投入的科学性，为科学布局土地，转变经济增长方式，实现四川省土地及经济的可持续发展提供参考和支持。本文的研究分以下四个部分进行：第一部分为理论基础研究。旨在整理出西方经济增长理论的脉络，掌握测算贡献值的主要方法，对国内外学者的研究成果进行梳理。第二部分是对四川省土地利用现状进行分析。包括四川省土地利用构成情况和土地集约利用分析。分析过程涵盖全省和五大经济区两个层面，在重视整体的同时，充分体现出区域的概念。第三部分则是通过构建模型对土地要素的贡献率进行具体的测算。本文以四川省1999-2010年的数据为研究基础，把土地要素引入C-D函数，构建出以资本、劳动力、土地要素为自变量，地区生产总值为因变量的新函数模型。在此基础上，通过回归分析得到各要素的弹性系数，从而测算出各要素对经济的贡献程度，，并对结果进行分析。第四部分则是对全文进行总结，得出研究结论，指出四川在土地利用中所存在的问题，并提出相应政策建议。
[Abstract]:In order to effectively control the overheating of the economy , the government began to integrate the land policy into the macro - control system since 2003 . The status of the land factor in our country ' s economic development has affected the whole country by controlling the total amount of land use .

The first part is the theoretical foundation research . The aim is to sort out the theory of western economic growth , master the main methods of calculating the contribution value , and comb the research results of scholars at home and abroad .

The second part analyzes the present situation of land use in Sichuan Province , including the land use composition and the land intensive utilization analysis in Sichuan Province . The analysis process covers both the whole province and the five economic zones . At the same time , the concept of the region is fully reflected .

The third part is to calculate the contribution rate of the land factor by constructing the model . Based on the data of Sichuan province from 1999 to 2010 , the paper introduces the land factor into C - D function , constructs a new function model with capital , labor and land factor as independent variable and region GDP as the dependent variable . On this basis , the elastic coefficient of each factor is obtained by regression analysis , and the contribution degree of each factor to the economy is calculated and analyzed .

The fourth part is to summarize the whole text , draw the conclusion of the study , point out the problems existing in the land use of Sichuan , and put forward the corresponding policy suggestion .
