东莞市产业转型升级的财税支持政策研究

【摘要】：党的十八大报告明确提出要加快转变经济发展方式,全面深化经济体制改革,实施创新驱动发展战略,推进经济结构战略性调整,推动城乡发展一体化,全面提高开放型经济水平。加快产业经济转型是现代化建设中重要的一步,同时转型升级也是改革开放后社会发展的一个趋势。它决定一个国家或地区的产业结构层次的高低与合理,是有它的实力、经济素质以及增长是否稳定而快速。产业的转型升级必须依赖于政府行政法规的指导以及资金、政策支持,需要把产业转型升级与职工培训、再就业等结合起来。本文首先阐述财政政策作用于产业调整升级的机理,然后从东莞市近几年来的GDP变化情况以及各项统计指标的变化情况,阐述东莞市产业转型升级的必要性以及当前财税政策缺陷以及东莞转型升级的重点与难点。接着阐述运用财税政策促进产业转型升级的国际经验与借鉴,分析国内外国家地区产业转型升级财税政策,得出相关经验和启示。再从财政和税收的角度分析,如何支持东莞的产业转型升级。通过探讨研究财税支持东莞产业转型升级,能够为我国其他相关省份经济转型提供更加丰富的资料和案例,对加快实现东莞高水平崛起具有十分重要的意义。
[Abstract]:The report of the 18th National Congress of the Party clearly stated that it is necessary to accelerate the transformation of the mode of economic development, comprehensively deepen the reform of the economic system, implement the strategy of innovation-driven development, advance the strategic adjustment of the economic structure, and promote the integration of urban and rural development. We will comprehensively raise the level of an open economy. Speeding up the transformation of industrial economy is an important step in the modernization construction, and at the same time, the transformation and upgrading is also a trend of social development after the reform and opening up. It determines the level and reasonableness of the industrial structure of a country or region. It has its strength, economic quality and whether the growth is stable and fast. The transformation and upgrading of the industry must depend on the guidance of the government administrative laws and regulations as well as the support of funds and policies. It is necessary to combine the industrial transformation and upgrading with staff training and re-employment. This paper first expounds the mechanism of fiscal policy acting on industrial adjustment and upgrading, and then from the situation of GDP changes and the changes of various statistical indicators in Dongguan City in recent years, This paper expounds the necessity of the industrial transformation and upgrading in Dongguan, the defects of the current fiscal and taxation policies, and the emphases and difficulties of the transformation and upgrading in Dongguan. Then the paper expounds the international experience and reference of using fiscal and taxation policy to promote industrial transformation and upgrading, analyzes the fiscal and taxation policies of domestic and foreign countries and regions, and draws relevant experience and enlightenment. Then from the perspective of finance and taxation, how to support the industrial transformation and upgrading in Dongguan. Through the study of finance and taxation to support the industrial transformation and upgrading of Dongguan, it can provide more abundant data and cases for the economic transformation of other related provinces in China, and it is of great significance to accelerate the realization of Dongguan's high level rise.
