【摘要】：区域经济的发展依赖于内需、投资及出口三者的拉动。地处中国中西部的洛阳市洛龙区，对其经济发展拉动力最大的就是投资，而且这种以投资促进洛阳市洛龙区经济发展的方式在短期内不会有重大的改变。近年来，随着招商引资力度的加大，洛阳市洛龙区经济也得到了显著的发展。随着国际经济政策向中原六省倾斜以及国家对国土资源的进一步规范，河南省各地区的招商引资工作面临着新的机遇和挑战。如何走出招商引资环境同质化所带来的负面影响，充分发挥本区域的比较优势来进行招商引资，如何规避招商引资工作中的恶性竞争，如何在招商引资过程中提高效率以达到双赢的局面，这些都是亟待解决的课题。因此，在新的形势下，，对洛龙区的招商引资活动及策略有针对性地进行研究，探索积极有效的招商引资应对之策，显得尤其重要。未来十年，投资将是洛龙区经济发展的主动力，研究全球化背景下招商引资的现状及发展模式，有利于推动洛龙区经济发展上新台阶，并把招商引资工作提到区域经济发展的战略高度上。本文采取了比较研究法、文献分析法，对招商引资的相关理论进行了论述；分析了洛龙区的区情和招商引资的现状；通过对美国芝加哥、新加坡、苏州昆山三地招商引资成功经验的分析，总结三地招商的主要特点，为洛龙区招商引资的发展提供有益的经验借鉴即：加强招商渠道建设；围绕支柱产业和园区招商，促进产业集聚发展；围绕旅游文化产业针对性招商；围绕楼宇经济、总部经济重点招商；打造高素质招商引资人才队伍；给投资者提供相适宜优惠政策和优质服务。
[Abstract]:The development of regional economy depends on the pull of domestic demand, investment and export. The Luoluong District of Luoyang City, located in the central and western part of China, has the greatest driving force for its economic development, and this way of promoting the economic development of Luoluong District of Luoyang City by investment will not change significantly in the short term. In recent years, with the increase of investment, Luoluong District economy of Luoyang City has also been significantly developed. With the inclination of international economic policy to the six provinces of Central Plains and the further standardization of national land and resources, the work of attracting investment in various regions of Henan Province is facing new opportunities and challenges. How to get out of the negative influence brought by the homogenization of investment environment, give full play to the comparative advantages of the region to attract investment, how to avoid the vicious competition in the work of attracting investment, How to improve efficiency in the process of attracting investment to achieve a win-win situation, these are urgent issues. Therefore, under the new situation, it is particularly important to study the investment activities and strategies in Luolong District, and to explore positive and effective countermeasures. In the next ten years, investment will be the main driving force for the economic development of Lolong District. Studying the present situation and development mode of attracting investment under the background of globalization will help to promote the economic development of Lolong District to a new level. And to attract investment to the regional economic development of the strategic height. This article has adopted the comparative research method, the literature analysis method, has carried on the elaboration to the investment attraction related theory, has analyzed the Lolong district's district situation and the present situation of the investment, through the American Chicago, Singapore, This paper analyzes the successful experience of the three places in Suzhou, summarizes the main characteristics of the three places, and provides useful experience for the development of investment attraction in Luolong District, that is, strengthening the construction of the investment channels, focusing on the pillar industries and the investment attraction in the park, and providing a useful reference for the development of the investment promotion in Luolong District. Promote the development of industrial agglomeration; focus on the tourism and cultural industry; around the building economy, headquarters economic key investment; create high-quality investment talent team; to provide investors with appropriate preferential policies and quality services.
