绿色增长视角下中国全要素资源效率评价研究

【摘要】:自然资源是人类社会生存与发展的命脉。人类社会自然资源紧张的矛盾正日益加剧,危机已经开始显现:能源矿产资源、金属矿产资源和非金属矿产资源等不可再生资源濒临枯竭,可再生资源也呈现出明显的衰弱态势。人类社会面临着自然资源不可持续的危机。中国形势更加严峻,中国自然资源状况存在以下劣势:不但许多种自然资源人均拥有量远低于世界平均水平,并且许多种自然资源质量低,自然资源开发利用的效率低下,自然资源在地理空间上分布不均衡。自然资源、环境、生态与经济增长存在着密不可分的互动关系,单纯研究自然资源问题,并不能收到良好的综合效果。探索绿色增长视角下中国全要素资源效率评价问题,将“自然资源-环境-生态-经济增长”这个复杂系统整体纳入一个统一的分析框架下考虑,有效地对自然资源开采、加工、利用和循环再利用过程中的效率问题进行研究,为我国自然资源效率绿色提升,向资源可持续利用的绿色增长模式转型提供决策参考和理论支持,就显得尤为重要。基于以上考虑,本文在这些方面做了一系列有益的探索。首先,针对资源生产率(或资源产出率)概念的局限,界定全要素资源效率概念;结合全要素生产率理论、考虑自然资源投入的总生产函数和柯布-道格拉斯生产函数的原理,结合物质流分析、能流分析和资源流分析理论,构建自然资源的物质流分析改进模型,据此构建全要素资源效率评价指标体系;基于绿色增长理论,构建绿色增长视角下全要素资源效率评价指标体系。接下来,根据前文构建的绿色增长视角下全要素资源效率评价指标体系,把其各个分体系的投入产出指标与DEA模型结合,构建了绿色增长视角下全要素资源效率评价模型,然后以中国国家层面和省域层面数据为支撑进行实证检验和分析。实证结果较好的验证了绿色增长视角下全要素资源效率评价模型设计的科学性和合理性。国家层面数据实证结果显示:1953-2013年,中国全要素资源效率处于波峰与波谷交替出现的波动状况,大跃进和文革时期是两个波谷,1981年以来平稳地上升,略有波动;中国自然资源开发与利用后创造的经济效益不高,经济发展方式粗放的特征很明显;中国环境状况经历了“较好-变差-恶化-改善-波动-再改善-再波动”的起伏阶段;过于关注自然资源开发利用本身,资源的生态价值和环境价值被忽视。省域层面数据实证结果显示:2006-2013年,省域全要素资源效率基本呈现由东南向西北逐步降低的“下阶梯”分布规律;省域资源的经济效率和全要素资源效率基本呈正相关性;各省域资源的环境效率大都低于资源的经济效率;资源的生态效率与资源的环境效率基本呈正相关性。然后,通过对现有研究及其文献系统地输理和总结,得到绿色增长视角下中国资源效率总体影响因素;用逻辑分析法识别出绿色增长视角下中国资源效率关键影响因素;据此建立计量模型,进行模型参数的估计和模型的检验,从而界定出绿色增长视角下中国资源效率关键影响因素。研究结果显示:技术进步、资源消费结构、产业结构、城市化进程这四个影响因素在国家层面和省域层面上对资源效率提升产生显著的正向影响;对外开放程度在省域层面上对资源效率提升产生正向影响;政府影响力在国家层面和省域层面上对资源效率提升产生显著负向影响;所有制结构在省域层面上对资源效率提升产生显著负向影响。最后,针对本文研究结果显示出来的问题和研究结论,本着“自然资源-环境-生态-经济增长”良性互动和协调发展的理念,本研究给出了绿色增长视角下中国资源效率提升的政策建议,以促进中国自然资源效率绿色提升,进而促进绿色增长和可持续发展。
[Abstract]:Natural resources are the lifeline of human society ' s survival and development . The contradiction between natural resources and natural resources is becoming more and more serious .
Combined with the theory of total factor productivity , considering the total production function of natural resource investment and the principle of Cobu - Douglas production function , combining the material flow analysis , the energy flow analysis and the resource flow analysis theory , the material flow analysis improvement model of natural resources is constructed , so that the whole factor resource efficiency evaluation index system is constructed ;
Based on the green growth theory , the index system for evaluating the efficiency of all - factor resources in the view of green growth is constructed .
China ' s natural resources development and utilization is not high , the economic development mode is very obvious ;
The state of China ' s environment has experienced " better - worse - worsening - improvement - fluctuation - re - improvement - re - fluctuation " ;
Overattention to the exploitation and utilization of natural resources , the ecological value and environmental value of resources are ignored . The empirical results of the provincial level data show that , in 2006 - 2013 , the efficiency of all - factor resources in the province is basically the " lower step " distribution law which gradually decreases from the southeast to the northwest ;
The economic efficiency and the total factor resource efficiency of the provincial resources are positively correlated ;
The environmental efficiency of the resources in each province is much lower than the economic efficiency of the resources ;
The ecological efficiency of resources is positively correlated with the environmental efficiency of resources . Then , by systematically analyzing and summarizing the existing research and its literature , the overall impact factors of China ' s resource efficiency are obtained .
The key influencing factors of China ' s resource efficiency are identified by using logical analysis method .
The research results show that the four influencing factors of technological progress , resource consumption structure , industrial structure and urbanization process have a significant positive impact on resource efficiency improvement at the national level and the provincial level .
The extent of opening to the outside world has a positive impact on resource efficiency improvement at the provincial level .
The government influence has a significant negative impact on resource efficiency improvement at the national level and at the provincial level ;
Finally , aiming at the problems and conclusions of the research results , this paper puts forward the policy suggestion of improving China ' s resource efficiency in the view of " natural resources - environment - ecology - economic growth " , so as to promote the green improvement of China ' s natural resources efficiency and further promote green growth and sustainable development .
