【摘要】：当前和今后一个时期,是石河子经济技术开发区深入贯彻落实党的十八大精神,按照科学发展观要求,加快发展步伐、转变发展方式、提升发展水平,建设“新疆领先,西部一流,全国有特色的国家级开发区”的关键时期。面对新形势新任务新要求,站在新的更高起点上,开发区必须按照兵团和师市党委、师市人民政府的决策部署,紧紧抓住中央支持新疆跨越发展、全国十九省市对口援疆和国务院批准扩大管辖面积的历史机遇,充分发挥国家级开发区的窗口、示范、辐射和带动作用,坚持科学定位,敢于先行先试,主动有所作为,着力推进转型升级,务求实现争先进位,打造新疆开放层次最高、优惠政策最多、功能最齐全的特殊功能区,为推动师市城镇化、新型工业化和农业现代化进程作出新的更大的贡献。本文的研究以国家级石河子经济技术开发区为研究对象,研究石河子经济技术开发区发展战略问题。论文主要以西方经济理论为指导,运用理论与实际相结合的基本方法,系统地研究了增长极理论以及战略选择方面的理论,着重论述石河子经济技术开发区基于优势产业的发展战略问题。首先,在理论研究和国内外经济技术开发区发展经验比较的基础上,阐述了经济技术开发区战略发展研究需考虑的方面；其次,在对石河子经济技术开发区整体情况进行简单介绍后,本文运用SWOT分析方法详细分析了石河子经济技术开发区发展的内外部环境,并做出客观评价。在此基础上,本文对石河子经济技术开发区发展战略重新定位制定短期和中远期战略目标,在参考国内外开发区发展经验如美国自由贸易区、英国科技园、印度出口加工区以及国内的如广州经济技术开发区、天津经济技术开发区、苏州工业园区及昆山经济技术开发区等发展经验的基础上,试图找出适合石河子经济技术开发区发展的战略可选集,结果表明,城市化推进战略、开放型战略、产业发展战略、投资环境优先发展战略、一区多园发展战略是未来石河子经济技术开发区发展的战略重点,并制定未来开发区战略实施的步骤,确保开发区建设快速推进。最后,针对开发区建设现存的问题以及未来发展战略,制定相应的对策建议。

This paper takes Shihezi Economic and technological Development Zone as the research object and studies the development strategy of Shihezi Economic and technological Development Zone. Under the guidance of western economic theory and the basic method of combining theory with practice, the thesis systematically studies the theory of growth pole and the theory of strategic choice. This paper focuses on the development strategy of Shihezi Economic and technological Development Zone based on advantage industry. Firstly, on the basis of the theoretical research and the comparison of the development experience of the economic and technological development zones at home and abroad, this paper expounds the aspects that need to be considered in the strategic development research of the economic and technological development zones. After a brief introduction of the overall situation of Shihezi Economic and technological Development Zone, this paper makes a detailed analysis of the internal and external environment of the development of Shihezi Economic and technological Development Zone by using the SWOT analysis method, and makes an objective evaluation. On the basis of this, this paper reorients the development strategy of Shihezi Economic and technological Development Zone to formulate short and medium term strategic objectives, and makes reference to the development experience of domestic and foreign development zones, such as the United States Free Trade area, the British Science and Technology Park. On the basis of the development experience of the Export processing Zone of India and domestic economic and technological development zones such as Guangzhou Economic and technological Development Zone, Tianjin Economic and technological Development Zone, Suzhou Industrial Park and Kunshan Economic and technological Development Zone, This paper tries to find out the strategies suitable for the development of Shihezi Economic and technological Development Zone. The results show that urbanization promotion strategy, open strategy, industry development strategy, investment environment priority development strategy, The development strategy of one area and many parks is the strategic focus of the development of Shihezi Economic and technological Development Zone in the future, and the steps of implementing the strategy of the future development zone are formulated to ensure the rapid development of the development zone. Finally, in view of the existing problems and the future development strategy of the development zone, the corresponding countermeasures and suggestions are made.
