沈抚新城产业发展对策研究

【摘要】：沈阳市和抚顺市是辽宁省中部城市群的两个特大型城市,同为重要的老工业基地,山水相连,产业关联度高,经济互补性强,联系十分密切。近年来,两个城市在经济社会发展布局上着力向对方靠拢,同城化发展已成为必然趋势和客观需求,推进沈抚同城化发展客观条件现已具备,时机已经成熟,符合城市化规律和要求。本文突破现有的研究思路与方法,依托现状新城及产业发展的基础,在构建城市新产业区研究理论框架的基础上,选取产业区发展要素较为典型的沈抚新城为例,从宏观和微观两个角度实证研究城市化进程中新城产业区形成过程和影响因素,并采用调查问卷研究的方法对沈抚新城产业区产业发展路径进行分析,具有十分重要的学术研究意义。本文首先对选题的理论基础进行系统的分析和梳理,分别从中外城市发展过程中的产业集群、产业演进、产业结构优化、城市与新产业区、城市化与产业演进关系等进行比较和评析,总结和归纳了城市新产业区演进的机制、模式和主要特征,并以此构建对应性的研究框架体系。在此基础上,重点以沈抚新城为例,总结沈抚新城的城市功能定位与产业发展定位,通过对《沈抚新城总体发展规划》进行深入的解读,分析其中对沈抚新城的产业定位,并对沈抚新城产业发展现状、沈阳市、抚顺市的产业发展现状、沈阳与抚顺的产业合作互补等方面进行分析研究,分析沈抚新城产业发展的问题,并由此得到本文的结论部分,即沈抚新城产业发展的策略。全文由七大部分组成：第一部分为绪论部分,包括研究背景和意义、研究对象和内容、研究方法。第二部分对新城建设理论,尤其是当代西方新城建设理论和中国小城镇建设发展进行总结分析,以及区域与新城发展理论、产业发展理论进行了回顾。第三部分为国内外新城产业发展的案例研究,剖析和总结美国、日本和意大利三个国家的典型城市新产业区及国内特色新产业区发展历程、产业演进过程与特征,据此得到若干启示。总结沈抚新城现有产业园区发展存在的问题,通过对国内外典型生态工业园区的案例分析,找出适合沈抚新城生态产业园区发展的手段和路径。第四部分通过资料查询、专家咨询以及实地调研等研究方法,对沈抚新城产业的发展现状及存在的区域经济发展不协调、产业结构内部不平衡、资源配置及其建设开发效率低等问题进行分析总结。第五部分分析沈阳、抚顺产业集群的发展现状,提出沈抚新城产业集群的发展方向以及沈抚产业合作发展、合作互补的可能性。第六部分提出沈抚新城产业发展过程中产业交替升级战略产业集群发展战略、产业空间布局和资源优化与生态融合等相关对策,提出战略要求。第七部分总结全文各部分内容,对核心章节的重点问题进行小结,提出创新,展望未来。
[Abstract]:Shenyang and Fushun are two super large cities in the urban agglomeration of central Liaoning Province. They are both important old industrial bases, which are connected by mountains and rivers, with high degree of industrial association, strong economic complementarity and close ties. In recent years, the two cities have made great efforts to draw close to each other in the distribution of economic and social development, and the development of co-urbanization has become an inevitable trend and objective demand. The objective conditions for promoting the development of Shen Fu and the city are now in place and the time is ripe. In line with the laws and requirements of urbanization. This paper breaks through the existing research ideas and methods, relying on the current situation of the new city and the basis of industrial development, on the basis of constructing the theoretical framework of urban new industrial district research, selects Shenfu Xincheng, which is a typical development element of the industrial district, as an example. This paper empirically studies the forming process and influencing factors of Xincheng industrial district in the process of urbanization from macro and micro perspectives, and analyzes the industrial development path of Shenfu Xincheng industrial district by questionnaire. Has very important academic research significance. In this paper, the theoretical basis of the topic is systematically analyzed and combed, respectively, from the industrial clusters, industrial evolution, industrial structure optimization, cities and new industrial zones in the process of urban development at home and abroad. By comparing and analyzing the relationship between urbanization and industrial evolution, this paper summarizes and sums up the mechanism, mode and main characteristics of the evolution of urban new industrial zones, and constructs a corresponding research framework system. On this basis, taking Shen Fu New Town as an example, this paper summarizes the city function orientation and industry development orientation of Shen Fu New Town, and analyzes the industrial position of Shen Fu New Town through the deep interpretation of Shen Fu New Town General Development Plan. The paper also analyzes and studies the current situation of the industrial development of Shenyang and Fushun, the industrial development of Shenyang and Fushun, and the complementary industrial cooperation between Shenyang and Fushun, and analyzes the problems in the industrial development of Shenyang and Fushun, and gets the conclusion of this paper. Namely Shen Fu new town industry development strategy. The paper is composed of seven parts: the first part is the introduction, including the research background and significance, research object and content, research methods. The second part summarizes and analyzes the theory of new town construction, especially the theory of modern western new town construction and the construction and development of small towns in China, as well as the theory of regional and new city development, and the theory of industrial development. The third part is the domestic and foreign new city industrial development case study, analyzes and summarizes the typical city new industrial district and the domestic characteristic new industrial district development course, the industry evolution process and the characteristic of the United States, Japan and Italy three countries. Based on this, some revelations are obtained. This paper summarizes the problems existing in the development of the existing industrial parks in Shenfu New Town, and through the case analysis of typical eco-industrial parks at home and abroad, finds out the means and paths suitable for the development of the eco-industrial parks in Shenfu New Town. The fourth part through the information inquiry, the expert consultation as well as the field investigation and so on research method, to Shen Fu Xincheng industry development present situation and the existence regional economic development does not coordinate, the industrial structure internal imbalance, Resource allocation and low efficiency of construction and development are analyzed and summarized. The fifth part analyzes the development status of Shenyang and Fushun industrial clusters, and puts forward the development direction of Shen-Fu Xincheng industrial cluster and the possibility of Shen-Fu industrial cooperation development and complementary cooperation. In the sixth part, the author puts forward some relevant countermeasures, such as the development strategy of alternate industrial upgrading, industrial cluster development strategy, industrial spatial layout, resource optimization and ecological integration in the process of industrial development of Shen-Fu New Town, and puts forward the strategic requirements. The seventh part summarizes all parts of the full text, summarizes the key issues of the core chapters, puts forward innovations and looks forward to the future.
